ERP Application Specialist (P-4)

Realization by the IAEA of enterprise resource planning (ERP) is central to increasing efficiency and effectiveness in programme delivery. The IAEA's ERP, known as the IAEA-wide Information System for Programme Support (AIPS), will improve the quality, accuracy and timeliness of, and access to, management information, and will harmonize and streamline the processes that underpin programme delivery. The objective is to implement a single, fully integrated solution that leverages Oracle ERP software and best practice processes, replacing 45 stand-alone systems. Eight business areas will be addressed: finance, procurement, programme and project management, human resources, contacts, meetings, travel and transportation. The initial phase focused on the first three areas and facilitated the introduction of new accounting standards (International Public Sector Accounting Standards - IPSAS). The project is now addressing other business areas.

The project is overseen by the AIPS Project Board. The project involves the re-engineering of business processes, handling all aspects of change management and the implementation of a standard ERP system in partnership with a commercial contractor/consultancy, including new architecture for hardware and software and migration from old systems, as well as ensuring interoperability with related solutions.

The AIPS project is led by a Project Leader, who reports to the Deputy Director General for Management, who acts as the Project Executive. The AIPS project team consists of approximately 20 staff members plus consultants from the commercial contractor (implementation partner/systems integrator).

The incumbent is a member of a small team reporting to a stream lead, who in turn reports to the Project Leader.

Main purpose

The incumbent takes the lead in the configuration of the ERP modules and realization of the processes agreed. She/he proactively supports the process lead in carrying out all ERP project activities pertaining to process design, detailed system design, configuration, testing and training, and also activities relating to client support during the design, build, and roll-out phases. The initial focus will be on one of the following functional areas: programme and project management, human resources and payroll.

In general the incumbent defines functional & technical requirements and leads the development, testing and deployment of the Oracle E-Business RICEFW (Reports, Interfaces, Conversions, Extensions, Forms and Workflows) components. The project will initially focus on implementation of Programme Planning and Budgeting (Planning) solution using a Results Based Management Framework, and this will be followed by implementation of Oracle Human Resources and Payroll modules (HR). The incumbent is expected to take lead for the development of the IAEA reporting platform and required reports and dashboards in the Planning, HR and Payroll areas.

Role

The incumbent is: a technical specialist, contributing to design and managing development work related to AIPS Project, co-ordinating with internal teams and implementation partner for delivery of assigned tasks; a knowledge leader in development tools and techniques co-ordinating with other specialists including the implementation partner.

Partnerships

The incumbent co-ordinates with technical and functional experts, specialists, and users, designing best-fit solutions in a collaborative approach, building support and buy-in from users and clients. As applicable, she/he co-ordinates efforts with the IAEA's providers of IT services, including legacy application specialists, to implement Oracle E-Business Suite RICEFW components.

Implementation:
  • Ensure adherence of implementation partner development work to Oracle development standards;
  • Review of Technical designs provided by implementation partner;
  • Conduct performance testing of custom code being developed by implementation partner;
  • Development of custom Alerts, Workflows and Extensions;
  • Development of custom reports including related customisations of existing framework, on OBIEE platform;
  • Support integrated AIPS solution testing and deployment activities;
  • Execute Data Conversion activities leading up to Production data conversion;
  • Test and support implementation of integration between AIPS Oracle solution and legacy systems;
  • Manage handover of custom inventory from implementation partner to IAEA staff.
Post Go-Live:
  • Provide technical support for the RICEFW components in the production environment as part of the support team during the transition period to operations team.

Knowledge, Skills and Abilities

  • Strong knowledge with respect to the technical design, development, deployment of custom components as well as operation of Oracle E-Business Suite, specifically Release 12.
  • Expertise in Oracle OBIEE, SQL, PL/SQL, SQL Loader, Oracle Forms and Reports, OAF, and Workflow Builder.
  • Knowledge of at least one of the functional processes of finance, procurement, human resources and payroll is highly desirable.
  • Practitioner certification in PRINCE2 is highly desirable.
  • Experience of working in a public sector international organization is highly desirable.
  • Experience in ERP Application Support in large complex environment is desirable.
  • Knowledge of customising OBIEE metadata, specifically Noetix Views is desirable.
  • Strong analytical and quantitative skills.
  • Communication skills:
    • Ability to communicate easily and well with both technical and non-technical staff at all levels;
    • Strong skills in writing reports/papers.
  • Interpersonal skills:
    • Ability to establish and maintain effective working relations with IAEA staff at all levels, and with scientists and technical staff from Member States;
    • Demonstrated ability to facilitate work in a team environment involving scientific, technical and administrative staff and to build and maintain collaborative partnerships across organizational boundaries;
    • Proven ability to work in a multicultural environment with respect and sensitivity for diversity.

Education, Experience and Language Skills

  • Advanced university degree, or equivalent qualification, in information management or computer sciences or related fields.
  • At least seven years of progressively responsible experience in working with the design of technical architecture and the development of custom components such as Reports, Interfaces, Conversions and Extensions on Oracle E-Business Suite.
  • At least four end to end life cycle implementations on Oracle E-Business Suite, including at least one implementation Oracle Release 12.
  • In-depth experience of working with Oracle Projects and Grants Accounting modules and/or Oracle HRMS position planning process (and related reporting) is highly desirable.
  • In-depth experience in establishing reporting platform on OBIEE and implementation of custom metadata is highly desirable.
  • Experience in integrations and data migration in an enterprise environment.
  • Experience in information and knowledge sharing environments.
  • Experience in managing efforts to implement an enterprise scale solution.
  • Excellent command of verbal and written English.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $67 395 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $38 483*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
