Background
Dar Al-Handasah (Shair & Partners) is an international, multi disciplinary engineering and environmental consultancy. The company specialises in major infrastructure projects, such as airports, roads, ports, railways, bridges and masterplans in the Middle East, Africa, and Central Asia, although it can and does work anywhere in the world. Clients are from both private and public sectors, covering: multinationals, government departments and development agencies.

The Economics Department
The Economics Department provides both a service function in the identification and appraisal of projects for the internal design departments, and undertakes external strategy consulting on a diverse range of planning and business assignments. The latter range from the formulation of national development strategies to the conduct of strategic business reviews.

Work involves the provision of economic inputs for the formulation and appraisal of projects and programmes associated with the development of infrastructure (water, transport, power, telecoms) and other commercial ventures, usually associated with real estate but occasionally manufacturing. The main categories of work can be broadly summarised as follows:

 Provision of the socio-economic background in planning studies (national, regional and urban) and development of infrastructure projects
 Market assessments or formulating planning briefs on the scale and nature of facilities to be provided.
 Sector evaluation covering the diagnostics of the main performance indicators, policy analysis and affordability studies.
 Development of project concepts in association with engineering and technical staff to define the project parameters.
 Investment appraisal (in financial and economic terms) covering development of cash flow analysis over time in association with technical staff; calculation of viability indicators, sensitivity and risk analyses, financial accounts, production of the appraisal document.

The candidate
We are looking for candidates with a minimum of 12 years experience who are knowledgeable and experienced in the economics and finance sectors, and have a proven track record in consultancy arena.

Essential skills and experience required:
• Good First Degree in relevant discipline
• Candidates with post graduate qualification (Masters or MBA) preferred.
• Experience of both development and business economics, preferably market research (both industrial and consumer) and finance.
• Strong geo-political awareness/knowledge.
• Overseas work experience preferred, outside of Europe/US.
• Strong Financial Modelling Skills
• Computer literate – facility with word processing, powerpoint presentation and spreadsheet packages

The role will involve regular trips overseas. These assignments may be at short notice and for extended periods.
