Director Of Procurement And Sub-Awards, Democratic Republic Of The Congo

Chemonics seeks a director of procurement and sub-awards for the ongoing ACCELERE! project to improve educational outcomes for boys and girls in the Democratic Republic of the Congo. ACCELERE! will support education service delivery in public primary schools, including écoles conventionnées run by religious networks, in 26 education subdivisions across the provinces of Haut Katanga, Lualaba, Kasaï Central, Kasaï Oriental, Equateur, and Sud-Ubangui. The project will also support nonformal alternative/accelerated learning programs, including centres de rattrapage scolaire in the 26 subdivisions, as well as in North and South Kivu provinces and in vocational centres d'apprentissage professionnel in the Kivus and conflict-affected zones of Haut Katanga and Lualaba. ACCELERE! works to ensure girls and boys benefit equally from project activities and that all project assistance is conflict sensitive and disability inclusive. Responsibilities include: 
  • Lead and manage operational and programmatic procurement, including development of solicitations and proposals (RFQs, RFPs, BPAs, IQCs), evaluation of offers, final selection, and award of contracts, in accordance with U.S. government regulations and Chemonics' policies and practices 
  • Create and monitor contracts and purchase orders issued to vendors and follow up as necessary to ensure compliance to terms and conditions, on-time delivery, and quality control; refine procurement procedures to promote efficiency and improve responsiveness to changing technical and programmatic needs while ensuring robust regulatory compliance 
  • Manage procurement databases and statistics, providing reports upon request to the chief of party, deputy chief of party, and home-office project management unit 
  • Maintain the project's commodity management tracking system and vendor database, and train staff in its use and incorporate this database as a new task/resource in the field-office procurement life cycle 
  • Oversee the preparation and implementation of all subcontract and grant activities, and ensure the timely process, preparation, and implementation of all grant-funded agreements according to the ACCELERE! grants manual 
  • Ensure compliance of all project activities with Chemonics' policies and standard of practices and relevant USAID requirements and regulations In close collaboration with the chief and deputy chief of party and in coordination with the Grants team and the Subcontracts team, lead the development of timelines, processes within individual project locations and between project locations, and responsibilities for the grants and special activities fund-supported activities, including the establishment of public-private partnership agreements 
  • Maintain and periodically revise these systems and procedures as necessary 
  • Provide orientation and ongoing training to grants staff on the ACCELERE! grants manual, grants management systems, USAID-specific rules and regulations related to grants under contract and subcontracting rules/regulations, and other mechanisms such as memoranda of understanding, and direct procurement and consultants 
Qualifications: 
  • M.A. degree or equivalent experience preferred 
  • Minimum five years of experience in management and oversight of large, complex, USAID-funded procurement, grants, and subcontracts programs 
  • Experience working in sub-Saharan Africa or Francophone countries; experience in the Democratic Republic of the Congo highly preferred 
  • Demonstrated leadership, versatility, and integrity 
  • Excellent oral and written communication skills in English and professional fluency in French required
