We seek qualified candidates for a Procurement and Subcontracts Manager in Erbil, Iraq.

Under the supervision of the USAID Foras project’s Director of Operations, the Procurement & Subcontracts Manager will oversee and administer the program’s purchasing, sub-contracts, and grants, and produce reports as required by Home Office and the Chief of Party. The Procurement & Subcontracts Manager will design and implement procurement systems to ensure transparency, competition, documentation, cost analysis, and cost-sharing. With strong expertise on USAID rules and regulations, the procurement manager will provide procurement support to various functions of the projects, including soliciting input from technical specialists, integrating field office procurement operations, and managing the grants portfolios.

As such, the ideal candidate will have the capabilities to plan, executes, and finalizes projects according to strict deadlines and within budget. The candidate will be expected to acquire resources and coordinate the efforts of team members and external clients in order to deliver projects according to plan; manage and define the project’s objectives and oversee quality control throughout the completion of the project(s) life cycle; create work plans based on goals and targets, and implement evidence based interventions in a one or more multi -sector areas, as well as new technologies and practices; and collaborate with other teams in order to integrate work plans, budgets and multi-sector interventions, which are essential for the success and sustainability of the project.

Accountabilities:
  • Manage and oversees grants, subcontracts, and procurement implementation from proposal until the close-out process;
  • Establish and maintain systems and procedures for overall procurement and subcontract processes;
  • Review all scopes of work and specifications to be incorporated into subcontracts, vendor agreements, and grants proposed by project technical staff for contractual consistency, accuracy, and compliance with company policies and USAID regulations;
  • Prepare solicitations for goods and services as needed by the project;
  • Liaise with subcontractors, including generating scopes of work to order their services and routing of their invoices to technical managers for approval prior to payment
  • Manage the preparation, negotiation, and execution of subcontracts and procurements and develop negotiation memorandums for local subcontracts and vendor agreements;
  • Work with the Project’s Director of Operations to monitor grantees and subcontractors in the requirements of proper project management in order to adhere to USAID and FHI 360 regulations and policies;
  • Review current policies and procedures, in coordination with the Compliance Manager, and provide recommendations for improvement; develop best practices and tools for execution and management;
  • Manage capacity building of project staff in coordinating and managing the implementation of project activities, delivering quality and accountability.
  • Defines project scope, goals, and deliverables that support business goals and strategic vision of management.
  • Work with project management team in collecting procurement and grant information for official project reports and other USAID or FHI 360 needs;
  • Develops and delivers project plans, documentation, training, presentations and budget proposals to management and staff.
  • Identifies and resolves project issues and implements improvement plans to ensure project stays on schedule and within budget.
  • Coaches, mentors, and manages project team to ensure quality, efficiency and compliance

Applied Knowledge & Skills:
  • Working knowledge of concepts, practices, and procedures with project management, subcontractors/grantee management, and process development and execution.
  • Strong knowledge of project management software and other technologies.
  • Excellent oral and written communication skills.
  • Demonstrated project and personnel management skills.
  • Ability to influence, motivates, and collaborates with others.
  • Ability to adapt and resolve problems/issues to bring project to completion.
Experience:
  • 8+ years of project management experience.
  • B.A. or B.S. degree;  MBA or Master’s in Finance or related field preferable.
  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
  • Must be able to read, write and speak fluent English; familiarity with Arabic preferred.
  • Direct experience in USAID or other international donor agency sponsored project is required.
  • Prior experience working in Iraq required.
  • Demonstrated knowledge of USG/USAID regulations on grants and subcontracts management and compliance requirements (CFR and ADS).
  • Basic computer skills required; experience with Microsoft Access preferable.
