Water / Wastewater - Project Manager

The Project manager, under the direction of the Construction Manager will be responsible for overseeing the coordination of all construction works within the urban communities assigned to them. The project manager must ensure that the technical design and construction components fit in with the requests of the community, meet design criteria set out by planning ministries and municipal authorities and ensure that there is continued communication between the community, the community development team and our field engineers.

In addition, the chosen project manager will have experience in the developing world context and have proven ability in managing both contractor and community driven works, and have experience in Water supply, stormwater conveyance and waste water/ sanitation infrastructure and have experience in the design and construction of water supply, stormwater conveyance and wastewater/sanitation infrastructure (within an urban context) .
Description of Duties:

Professional control and timely administration and implementation of water supply, stormwater and wastewater/sanitation construction works within the urban environment of Port au Prince.

Participates in the scope and budget development process in partnership with the design team and under the supervision of the Sr. Construction Coordinator.

Coordinates the design development and construction documentation phases and ensures projects are prepared for tender in a timely manner.

Works with the Construction Contract Delegate and provides on-going document reviews so as to ensure accuracy, quality, value and compliance with best practice standards, scope and the budget.

Oversees the construction phase of assigned projects in accordance with established policies and procedures.

Establishes and maintains the Budget Tracking Report.

Prepares, tracks, and monitors all field instructions and changes orders for additional work.

Monitors the project phasing, resolves field conflicts and implements recovery strategies to mitigate delays.

Completes projects on time and on/or below budget.

Provides for accurate and timely project closeouts including system commissioning, punch lists, and municipal approvals.

Monitors quality of construction and ensures minimum standards are maintained throughout all key steps

Tackles proactively all issues identified on the construction sites by meeting with contractors and building the capacity of the site supervisors

Ensures a comprehensive and complete monitoring mechanism is set up including site books, visual and written reports and copies of all key documents on sites (plans, contracts, etc.)

Acts as primary focal point for all contractors, including for issues related to construction quality, payments and contract amendments

Evaluates the feasibility of alternative implementation procedures for construction within the urban environment; this will include community driven projects, cash for production modalities, contractor based etc

Promotes staff development actively and conducts on-the-job trainings to ensure increased program quality

Provides support for the water technical aspect of the "economic of water" project implementation

Community capacity building in participating in water and sanitation related projects
Duties applicable to all staff:

Required Qualifications
Education:

Degree or Diploma in Construction related field

Degree or diploma in Water/Sanitation or Civil engineering

Further qualifications in Water/Sanitation or civil engineering (preferred)

Degree or Diploma in Public Health or in a Community/Social development field (preferred)

Experience:

Minimum 5 years of relevant work experience in a similar context

Minimum 5 years working as project manager in a less developed country (preferably in Water and Sanitation)

Minimum 2 years of project management experience on complex construction activities

Minimum 2 years working experience in communities in developing countries

Experience of working for a humanitarian organisation and/or the Red Cross/Red Crescent Movement

Experience of producing narrative & financial reports

Experience of project planning & budgeting, supervision and management to include monitoring and evaluation
Skills:

Excellent communication skills

An excellent understanding of participatory methodologies and tools and their application.

Skills in training and developing staff

Self-supporting in computers (Windows, spreadsheets, word-processing, MS Project) Auto-CAD
Languages:

Fluent written and spoken English

A good working knowledge of one of the additional languages of the Federation (Spanish, Arabic, French) would be preferred.
