1. The Southern African Community Development Community (SADC) has received a Grant from the Global Fund toward the cost of the HIV and AIDS Cross Border Initiative Program and it intends to apply part of the proceeds of this Grant to make payments under the Contract for Supply, Delivery and Commissioning of Thirty Two (32) Mobile Clinics to be installed in different districts of SADC member states with a staggered delivery period of between 90 to 270 days after contract signing date.

2. The SADC Secretariat now invites sealed bids from eligible and qualified bidders for Supply, Delivery and Commissioning of Thirty Two (32) Mobile Clinics to be installed in different districts of SADC member states.

3. Ineligible bidders are those prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations and those that are involved in supporting violence or aid terrorist or terrorist related activities or conduct money laundering activities against Rules and Regulations of the United States of America Government.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the SADC Procurement Policy, dated March 2012, and is open to all bidders from Eligible Source Countries as defined in the SADC Guidelines and in the Agreement between SADC and the Global Fund.

5. Interested eligible bidders may obtain further information from The Secretary to the Tender Committee, SADC Secretariat, and inspect the Bidding Documents at the address given below from 08.00 hours to 16,00 hours during working days only.

6. Qualification requirements include:

  1. Experience as Contractor, in at least two contracts within the last 5 years, at least one contract with a value of at least US$,4,000,000 that have been successfully and substantially completed and that are similar to the proposed works. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics;
  2. Minimum average annual turnover of US$12,000,000, calculated as total certified payments received for contracts in progress or completed, within the last 3 years;
  3. Access to a dedicated credit line or overdraft facility of at least US$3,800,000;
  4. Minimum average annual operational profit of US$6,000,000 calculated as total operational revenues minus total operational expenses, within the last two (2) years;
  5. Minimum average annual Net Worth of US$15,000,000 calculated as Total Assets minus Total Liabilities, within the last two (2) years;
  6. Experts specialized in the following areas: Mechanical or vehicle engineering, Health Equipment and Clinical Officer; and
  7. Evidence of access to a manufacturing facility. A margin of preference for some goods Manufactured in the SADC region shall be applied. Additional details are provided in the Bidding Documents.

7. A complete set of Bidding Documents in English may be accessed by interested bidders on the submission of a written Application to the address below. 8. Please take note that a Pre-Bid Meeting will be held on Friday 20th January 2012 at the SADC Secretariat in Gaborone, Botswana, at 14.30 hours, for those bidders who wish to attend, at their own will and cost. The Pre-Bid meeting will take place in the Conference Room DGP 45 on the Ground Floor, SADC Secretariat, Western Commercial Road (near Lobatse and Siboni Roads), CBD Plot 54385, Gaborone, Botswana.

9. Bids must be delivered to the address below at or before 14.30 hours on Friday 10th February 2012. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person or on-line at the address below at 14.30 hours on Friday 10th February 2012.. All bids must be accompanied by a Bid Security of not less than 1% of the bid price or an equivalent amount in a freely convertible currency.

10. SADC reserves the right to accept or reject any Bid, to annul the solicitation process and reject all Bids at any time prior to award of Contract, without thereby incurring any liability to the affected Bidder(s).
