Special Tribunal for Lebanon Operations Assistant (Roster)

Depending on professional background, experience and family situation, a competitive compensation and benefits package will be offered. The successful applicant will be offered a fixed-term appointment of one year limited to the Special Tribunal for Lebanon (STL). Any subsequent extension(s) are subject to terms of the Tribunal’s mandate and/or the availability of the funds. The Special Tribunal for Lebanon is an international inter-governmental organization with its own independent legal identity and not a UN organization. However, STL follows the UN common system for benefits and entitlements to its staff members. UN staff members may also serve on loan from their parent department/office, if selected. Appointment against this post is on a local basis. The successful candidate will be required to enter a confidentiality agreement with the Victims and Witnesses Unit.

RESPONSIBILITIES:

Under the general supervision of the Operations Officer, and as part of the Victims and Witnesses Unit the Operations Assistant will provide operational services to ensure efficient management of logistics and administration of those victims and witnesses whom are required to testify before the Tribunal in Leidschendam, the Netherlands. The incumbent will be responsible for the following duties:

• Assist the Operations Officer by ensuring that efficient logistical arrangements are in place for witnesses required to travel to the Netherlands, including; local and international transport, accommodation, visas and/or other relevant travel documents, security and support during the travel;

• Liaise with relevant trial teams to plan, co-ordinate and project witness’ court appearances and logistics;

• Collect, receive and disseminate witness information to the other VWU sub-units for action;

• Escort witnesses in the area of operations and during international travel;

• Provide logistical and operational assistance, including driving duties;

• Observe anxiety/stress levels of witnesses and, addresses witnesses to the Support Assistant for intervention if necessary;

• Inform victims and witnesses about court room procedures and their role, rights and obligations in those proceedings;

• Attend to the practical needs of victims and witnesses appearing before the Tribunal, i.e., accompanying them to and from the airport, hotels, appointments and provide required assistance to them during testimony.

• Inform witnesses of their entitlements and oversee the financial administrative processes within the VWU

• Ensure timely and correct data entry and maintenance of VWU database;

• Maintain at all times strict confidentiality about any matters relating to victims and witnesses;

• Must be able to travel to the field on missions of varying lengths of time at short notice.

• Perform any other duties as required;

COMPETENCIES:

• Professionalism - Proven ability to create and maintain contact and cooperation with interlocutors; ability to work under high pressure and shows persistence and flexibility when faced with difficult problems or challenges; The Operations Assistant should have a stable, calming and reassuring influence upon witnesses. Good judgment to deal with emergency situations and ability to make sound and quick decisions.

• Technological Awareness - A good knowledge of general office management policies, procedures and practices as well as excellent communication and interpersonal skills is essential;

• Teamwork – Excellent interpersonal skills; Ability to establish and maintain effective working relations with colleagues with sensitivity and respect for diversity; Demonstrated ability to work in a multicultural, multi-ethnic environment and to maintain effective working relations with people of different nationalities and cultural backgrounds.

• Communication - Good communication skills, both oral and written; asks questions to clarify and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience.

• Accountability – Takes ownership of all responsibilities and honors commitments; Provides oversight and takes responsibility for delegated assignments.

• Creativity – Actively seeks to improve programmes or services; Offers new and different options to solve problems or meet clients’ needs.

QUALIFICATIONS:

• Education: High school diploma or equivalent. Completion of secondary education. Relevant training in military or police procedures and practices is an asset. Previous experience in Witness Management and/or International Tribunals is an asset.

• Work Experience: At least 5 years experience with a national or international organization or in court environment. Experience in witness management and dealing with sensitive or traumatised witnesses is highly desirable.

• Languages: Arabic, English and French are the official languages of the Special Tribunal for Lebanon. For this post, fluency in oral and written English is required. Knowledge of the other official language(s) is highly desirable.

• Other: Proven ability to work under stressful conditions. Incumbent must be able to work flexible hours. Ability to work independently and with minimal supervision in demanding field conditions expected. Knowledge of the Middle East and/or previous assignment in this area is an asset. Absolute integrity, tact, sensitivity, loyalty, discretion and good judgment. Security Clearance and Driver’s license is required.
