Background / General description:
The International Finance Corporation (IFC), a member of the World Bank Group, promotes sustainable private sector investment in developing countries as a means to reduce poverty and improve people’s lives. Private Equity and Investment Funds is a product group within IFC’s Financial Markets Department, which invests in private equity and other investment funds in IFC’s target markets. Fund investments support and complement IFC’s direct investments to achieve its strategic objectives in the target markets. IFC currently has over $3 billion committed to around 180 funds in emerging markets globally and expects to commit around $500 million to 20 or so funds annually. The Senior Investment Officer/Regional Lead (RL) will report to the Global Manager for Funds and secondarily to the Financial Markets Industry Manager. The RL will be the primary CFGPE contact in the Region. The RL will be supported by the extended CFGPE team (based in HQ or other regions).

Duties and Accountabilities:
Under the oversight and in close cooperation with the Global Funds Manager and Financial Markets Managers, the incumbent will be responsible for a wide variety of operational tasks including, but not limited, to:

•build a cohesive and effective Funds team in the Region, taking a leadership and mentoring role for the Funds team; responsibilities include identifying and recruiting new staff, as needed, and supervising other staff based in the Region assigned to work on Funds business, as required, in coordination with regional and Industry colleagues;

•lead Funds strategy development, business development and client relationship management in the Region, developing the regional funds strategy in accordance with strategic priorities for the Region and those of Funds;

•lead and manage market surveys and develop the pipeline of potential fund investments, perform research on various regional private equity markets to determine the level of activity, attractiveness of valuations and returns, define future trends and identify best of breed managers;

•develop a thorough understanding of the target countries in the Region, provide market intelligence and develop strong business network, build a network of regional and international investors/clients and maintain relationships to assist in fund raising;

•maintain relationships with key Fund Managers in the Region, and develop new relationships;

•actively manage and oversee the administration of the portfolio of Funds in the Region, ensuring effective and efficient supervision/management of the Region's fund portfolio including overseeing and providing support to IOs supervising funds in the Region; as well as also being directly responsible for select portfolio projects;

•ensure compliance with all reporting requirements for the Region's portfolio in close coordination with the HQ-based Portfolio Manager/Head, and provide quality control on portfolio management including the identification of regional, industry and fund-specific risks;

•represents IFC on select advisory committees, as needed;

•mentor and guide staff working on funds; work with Global Funds to ensure provision of training and knowledge management; and contribute market knowledge to the global funds knowledge platform;

•review, screen and analyze private placement memoranda received either directly from general partners or indirectly through private placement agents to check adherence to IFC’s investment guidelines, the discipline of the General Partner’s capability in deploying funds, managing portfolios and delivering upper quartile returns;

•undertake due diligence of potential fund investments and coordinate the involvement of relevant industry and regional departments and business development colleagues;

•actively participate in the structuring, negotiating and execution of deals in a lead or supporting role;

•prepare investment review materials and presentation to investment committee to obtain approval. Negotiate in coordination with internal and external legal advisors the legal agreements and documentations of the fund;

•develop a pipeline of co-investments for IFC, including being responsible for sourcing and presenting to Industry groups in IFC potential co-investment opportunities - sourced from funds in the Region; and maintain relationships with staff in the Region;

•coordinate with Industry and Regional staff, working together to add value to IFC’s clients’ business, find pragmatic solutions, and achieve a sustainable development impact;

•develop relevant and innovative financial structures that demonstrate an understanding of IFC’s value added proposition and lead to new business opportunities and repeat customers; and communicate

Selection Criteria:
Minimum Requirements:

•Demonstrated experience and performance in investing in private equity funds at a senior level in an LP context such as a fund of funds, endowment, pension fund. Preference will be given to candidates with experience managing investments in PE funds in emerging markets.

•Demonstrated experience and track record in analyzing, investing in, and monitoring the performance of private equity funds.

•Ability to negotiate and analyze proposed legal terms and conditions for fund investments, and familiarity with legal agreements and structures.

•Masters degree in Business Administration or a graduate degree(s) in equivalent fields such as finance and business, from an institution of high standing.

•Good business development and client relationship skills, record of successful client relationships, ability to focus on clients needs effectively.

•Sound business judgment in identifying potential business partners and businesses.

•High professional integrity.

•Ability to think independently, analyze problems and identify appropriate solutions.

•Ability to analyze complex structures and assist clients in financial structuring.

•High degree of initiative, flexibility, reliability, discretion and willingness to learn.

•Self-starter with excellent organizational, administrative and time management skills with proven ability to work promptly and efficiently under pressure and meet tight deadlines.

•Highly motivated and energetic, outstanding interpersonal skills, with a collegial and sharing work style; comfortable working in a matrix organizational structure, ability to interact effectively with clients and colleagues from various cultural backgrounds, ability to work with people at all levels (inside and outside of IFC) with demonstrated team spirit and responsiveness and demonstrated ability for team work.

•Excellent verbal and written communication skills in English a must, Hindi a plus. Ability to communicate ideas clearly and confidently.

•Ability to travel.

•Willingness to relocate to other countries. Desirable Characteristics and Experience:

•Knowledge of the private equity market in emerging markets, as well as the critical success factors for investing in private equity funds in emerging markets.
