Job Purpose:

Underthe supervision of the Director of Internal Audit, the Quality AssuranceOfficer shall supervise and handle activities relating to InternalAudit Quality Assurance Function; and review Implementation of the quality assurancestandards in all audit exercises to ensure that Office of Internal Auditmaintains a quality assurance and improvement program that covers all aspectsof the internal audit activity.

3. Major duties and responsibilities:
a. Lead the internal audit activity’s conformance with theDefinition of internal auditing and the Standards, and ensure that internalauditors apply the Code of Ethics.
b. Responsible for developing and implementing qualityassurance and management procedures and systems for the department.

c. Ensure ongoing monitoring of the performance of theOffice of Internal Audit on quality assurance, and periodic reviews performedthrough self-assessment or by other persons with sufficient knowledge ofinternal audit practices.

d. Support colleagues of the department in applying the QualityAssurance and Assessment program and methodology.

e. Provide hands-on operational and technical assistance todepartmental teams.

f. Conducts process reviews and systems reviews on the performanceof the department. Document results and observations after reviews and auditreviews. Develop change implementation plans.

g. Review, monitor and evaluate performance of core auditprocesses, and follow up on audit corrective action.

h. Contribute to the development of training materials onquality assurance tools used by the organization; prepare presentations onquality at entry and quality of implementation with other departmental staff;

i. Write, revise and verify quality standards in line withthe professional practice frameworks and test procedures for process design andproduct evaluation to attain quality of software economically and efficiently.

j. Facilitate training, learning and knowledge disseminationevents for departmental staff; contribute for training and knowledgedissemination strategy for the department, assessing the feasibility ofdifferent delivery methods, including web-based.

k. Conduct audits on process, systems and strategicalignments as necessary.

l. Undertake other duties consistent with the purpose of thepost.

4. Qualifications and Experience Required

Candidatesmust have at least a Master’sDegree in Accounting, Auditing, BusinessAdministration or related fields. A first-level University Degree in combination with aprofessional qualification such as CIA, CPA, CA, ACCA, CISA, CFE or equivalentfrom a recognized institution is highly desirable.

5. Professional experience required

Candidates must have at least 8 years of relevant working experience in Auditing, qualityassurance program, project management, of which at least 5 years should be ininternal auditing. Experience in an international public organization with adequateexposure to The IIA Standards and, working knowledge of SAP and result-basedapproach is desirable.

7. Languagerequirement

Proficiencyin one of the African Union working languages is a requirement; Knowledge ofone or more of the other AU working languages would be an added advantage.

8. Agerequirement:

Candidatesmust preferably be between 30 and 45 years old.

9. Tenureof Appointment:

Theappointment shall be for an initial period of two (2) years, the first six (6)months of which shall be on probation. It shall be renewable subject toperformance and availability of funds.

11. Remuneration:The salary attached to the position is an annual lump-sum of US$74,538.17 inclusiveof all allowances for internationally recruited staff, and
