Background / General description:
The World Bank Group’s Investment Climate Department (CIC) assists governments of developing countries and transition economies in reforming their business environments, with support focused on reforms that strengthen the investment climate (IC) economy-wide as well as at industry/sector level. The department collaborates extensively with other teams across the World Bank Group in the design and delivery of advisory services and other operational work related to investment climate reform, and develops IC knowledge products for staff and clients. Serving as the global backbone of the Bank Group’s IC activities, CIC: (i) anchors the Investment Climate Business Line (one of IFC's four Advisory Services Business Lines), and handles the global dimension of its work; (ii) anchors the Investment Climate Global Practice of the Bank's Finance and Private Sector Development Network (which covers six Practices); (iii) implements MIGA’s technical assistance mandate, and (iv) manages the multi-donor Facility for Investment Climate Advisory Services (FIAS; a global funding and partnership platform for IC reform), the Health in Africa (HiA) initiative, as well as a new work program on private participation in infrastructure. CIC houses the global impact/M&E team for IC, responsible for the impact work program, development and further refinement of the M&E/result measurement framework, ensures the quality of results tracking and reporting, promotes and coordinates the evaluation of programs and activities, and provides results measurement training. The impact/M&E team also provides portfolio management for CIC. The team collaborates closely with operational IC teams at HQ and in the regions, regional M&E teams, IFC’s Development Impact department, PMU, DEC (including the DIME team) as well as other relevant teams and units.

Duties and Accountabilities:
A highly motivated Senior Impact/M&E Specialist is invited to join the CIC impact/M&E team. (S)he will report directly to the manager in charge of the impact/M&E work program, and will lead the impact and IDG agenda, among other duties. His/her responsibilities will include, but not be limited, to the following:

• Provide oversight and inputs to the Investment Climate impact work program as needed:  Contribute to the design and implementation of impact evaluations as needed.  Design and lead a process to familiarize IC HQ and regional teams with the new impact indicators.  Lead the planning, design and implementation of mixed-method approaches of impact assessments by closely collaborating with DEC, CDI and project teams.

• Lead the design and implementation of the IFC Development Goals (IDGs) across CIC product lines, including the alignment to the IDGs of the existing CIC impact estimation models:  Work with the CIC product teams and regional teams to develop the methodology and guidance notes for defining IDG indicators and setting IDG targets.  Liaise and coordinate with CDI throughout the design and implementation of the IDGs.

• Support the development, testing/piloting and roll-out of a new M&E framework for Investment Climate Advisory Services, in particular with a view to integrate the impact measures.

• Develop KM material that includes policy notes, training material and summary reports on impact as requested by management, clients and donors.

• Contribute to fund-raising from donors and other sources.

Selection Criteria:
• Advanced degree, preferably PhD level, in Economics, Public Policy, or related disciplines.

• At least 8 years of relevant work experience, including in applied research and impact evaluation.

• Expertise in results measurement methodologies applied to private sector interventions. This should include familiarity with designing results frameworks and evaluating development results, including experience in practical implementation of experimental and quasi-experimental evaluations of private sector development projects.

• Knowledge and experience on private sector development, especially related to business environment issues and regulatory economics.

• Demonstrated experience in operational M&E work.

• Demonstrated experience in delivering training on evaluation methods and results.

• Strong analytical and quantitative skills, including training in econometrics, statistics, and microeconomic theory.

• Excellent communication skills.

• Ability to perform multiple tasks in a fast-moving environment and meet tight deadlines.

• Enthusiasm and commitment to development work, positive attitude and persistence in obtaining results.

• Proven ability to lead teams and work as team member, in a multi-cultural environment, with minimal supervision.
