Section Chief: Strategy and Planning (Facilities Management)

The Technology and General Services Department (TGS) has a two-year Limited Term position in its Facilities Management Division.
Job Summary
Under the general supervision of the Division Chief, Facilities Management Division (FMD) of the Technology and General Services Department (TGS), serves as a Chief of a Section in FMD. Has overall direct responsibility for managing and supervising all major work activities in the Strategy and Planning Section, in the areas of Environmental Health & Safety, Quality Assurance and Quality Control (QAQC) Master Space planning and Customer Relationship program. Assists in the planning, scheduling, management and execution of specific departmental assignments and projects related to the timely and cost-effective delivery of facility services.
Duties & Responsibilities
Participates actively with the Division Chief and provides substantive input to division-wide planning and goal setting. Plans, establishes objectives, organizes, evaluates and budgets the work of the particular Section. Determines priorities, allocates work based on budgeted resources, and satisfies demands with constrained resources. Ensure completion of key departmental, divisional and sectional objectives, by demonstrating efficient control of resources within the area of responsibility. Supervises section staff, manages assets and exercises procurement authority.

Oversees project management including conceiving, preparing, and justifying work scope as well as budgetary and other resource requirements for a range of projects to ensure efficient ongoing facilities support services and real estate operations Overall scope of the work program will span the following:
  • Manages the Environmental Health & Safety program including the development of metrics and auditing function; relative to EH&S performance of all outsourced vendors and the Fund's sustainability program
  • Develops and manage an internal audit and review program of all aspects of the divisions service delivery methodology, comparing this to external peers and other associated benchmarks
  • Management of the QAQC program and the expansion of the program from being section specific to a Division-wide activity, including the implementation of key metrics and reports
  • Management of the Master Space Planning Program to derive opportunities for improved workspace utilization from industry best practices; specifically linked to long term objective of providing above grade space for all Fund staff and vendors
  • Manages the implementation of the IT strategic plan including the procurement of services and software linked to the medium term budget and the preparation of Cost Benefit Analysis and Business case justifications for longer term projects
  • Management of data generated by the Divisions activities to allow for long term planning and projections for; capital expenditures, workspace utilization and customer satisfaction and interaction
  • Effectively contributes towards annual budget development and business plans, its monitoring and reporting metrics, along with overall responsibility of the Section's administrative and capital expenditure budgets including response to audit findings
  • Ensures overall management, planning, allocation, administration, communication, and supervision of the work program and staff of the Section including HR and personnel matters. This includes coaching section staff, managing performance and developmental needs
  • Plays key role in the development and implementation of policy and business strategy in specific area of responsibility. Drafts Board documents
  • Briefs senior staff on issues/trends in area of expertise
  • Represents TGS in Fund-wide committees related to this field

Qualifications

Education, Skills and Experience
An advanced university degree supplemented by a minimum of ten years of professional experience in Facilities Management, Engineering, or related fields is required. Alternatively, a bachelor's degree, supplemented by a minimum of fourteen years of relevant professional experience would satisfy the requirement.
Demonstrate a thorough knowledge of facilities management principles and practices. Good judgment and analytical skills in order to evaluate conditions in the field and correctly evaluate level of service and efficiency of service delivery.
The candidate will possess a relevant professional certification in facilities management; engineering; architecture or related discipline from a national/international organization such as IFMA, AFE, RICS, BIFM, ABRAFAC, FMA, etc.
