General Information

Project: LAC SMS Change Management

Location: Remote / Home Location / Oxfam offices (Temporarily working in Mexico, Colombia, Honduras, Guatemala, Bolivia).

Dates: Starting February / March[1] 2012

Reporting to: Oxfam GB (OGB), the Regional HR Manager (RHRM) Latin America & the Caribbean region (LAC).

Duration: Expected to be between 6 - 8 months (based on agreed approach and fees proposed by Consultant / Consultancy)

Approximate Fees: Equivalent to pro-rata ~£40,000 - £65,000 per annum gross salary.

A maximum of £65,000 is available for the project (which will include consultant fees and all expenses). The position is available as a fixed term Oxfam GB employment contract if preferred, and the project is open to applicants as individuals or from consultancies. There is a preference towards having one consultant working as a project manager, although consulting teams can be proposed. Please contact us if any further clarification is required.

General Objective of the Consultancy

Specific objectives (Fixed):

  1. Country Leadership Teams (CLTs) to fully buy into SMS and create a constructive, united team by working under the core SMS competencies across the different levels - Delivery, Realism, Accountability, Honesty, Trust.
  2. Unite the respective Countries and the LAC Region by starting to make the new Country and Regional strategies and operational plans successful.
  3. Understand how the cultural and operational differences between affiliates will fit into and drive Country and Regional success.
  4. Build change management awareness / capability at all levels.
  5. Build skills across HR for change management, in order to continue to support the integration required.

Expected Direct Outcomes (Fixed):

  • Create awareness for the need of change / change process at all levels
  • Identify the critical areas that need immediate attention and follow a specific and measureable country change plan to address them
  • Have all programs and activities aligned to the strategies of each country
  • Create trusting and accountable working relationships in CLTs, to facilitate decision making and negotiation
  • HR able to create and manage country changes to facilitate SMS

Deliverables (Suggested but may be altered per approach of consultancy):

  1. Project plan & status reports
  2. Country context analysis
  3. Culture assessment results and recommendations (Regional and Per Country)
  4. Communication strategy & communication tools / templates
  5. Country implementation plans (Including CLT Workshop plans & objectives)
  6. Plan of activities to follow up (Per Country)
  7. HR Capability building action plan

Profile

Purpose of Role
  • Support the Regional and Country Team (Working specifically with Regional HR Manager & Country Directors) in all aspects of planning, implementing and managing the SMS change management process within each country.
  • Provide knowledge and experience of change management principles and best practice, along with a strong understanding of the SMS deliverables and ways of working.
  • Maintain consistency and integrity of change tools, aligning closely with Oxfam International and Oxfam GB as required.
  • Ensure change management capability is developed and retained at Country level as part of the implementation process.
  • Create awareness and 'space' for individual, team and organisational development in managing their response to change
  • Provide support and coaching to other affiliate teams as required and working closely with Oxfam International.

Role Responsibilities
  • Develop, in conjunction with the Country Leadership Team, the Country change management plan, by analysing the current state and creating a realistic plan.
  • Ensure delivery of the SMS Change agenda; influence key stakeholders at multiple levels (Governing Council, Country Directors etc.) to create an environment that enables success.
  • Support the Country Director in the implementation of the Country change management plan.
  • Provide regular and effective communication to Country staff, partners, governing affiliates and Oxfam International.
  • Act as focal point for SMS change management activities in country and as the central contact point for the managing affiliate and Oxfam International with regards to SMS .
  • Share knowledge and experience of change management principles and best practice, both in support of the SMS change and in developing the capability of the Country staff, and especially HR staff.
  • Support implementing affiliates, local partners and other bodies and institutions in managing and implementing the change.
  • Ongoing development of change management tools.
  • Support, and input into, the development of central Oxfam change management tools.
  • Role will require significant travel across countries to support the SMS change delivery.
  • Coaching OI CDs and other key stakeholders with how to bring about the change required.
  • Project Managing all aspects of the change management project at a Country and a Regional level.

Skills, Experience & Knowledge

  • Understanding and experience of change management principles and their practical application, including having and being able to use a proven and robust Change Management tools and methodology that are relevant to this work. (E)
  • Experience of implementing change projects and processes within a global and geographically dispersed organisation. (E)
  • Knowledge and experience of managing complex projects, including project reporting, risk management and communication strategies. (E)
  • Knowledge and understanding of appropriate learning and development interventions to support individuals and teams in managing and coping with change (E)
  • Experience of implementing these tools. (D)
  • High level of influencing and connecting/brokering skills including developing strong working partnerships with senior managers. Knowledge management skills including effective networking and knowledge sharing. (E)
  • Knowledge of Human Resource management, including experience of managing employee relations issues within a change context. (D)
  • Experience of working in an international, geographically dispersed organisation, and across different cultures. (D)
  • Experience of developing communication strategies to support change management implementations. (E) Ability to deal with complex and ambiguous situations. (E)
  • Coaching skills. (D)
  • Good level of IT literacy (E) and an understanding of how technology can positively support change management and communications. (D)
  • Excellent written and verbal communication skills. (E)

1. Summary of selection process

i. Complete the online application through http://www.oxfam.org.uk/get_involved/work_with_us/ reference INT5125. Please complete all parts of this, including your covering letter and CV. The information of the individual who applies must be the person who will execute the work. Closing date: February 2nd.

ii. Shortlisted candidates notified: For shortlisted candidates we will send a Request for Proposal (RFP), which will ask applicants to briefly summarise the approach, project plan, the way fees and expected expenses will be allocated, and to show a preference of working under a consultancy agreement or Oxfam fixed term contract. Shortlisted candidates will be notified on February 3th, to organise interview dates, to ask for references and to send through the RFP. The proposal is due before close of business February 12th. Applicants will be able to ask clarifying questions regarding the project via email up to close of business February 7th, with answers sent to all applicants February 8th.

iii. Interviews: The final part of the application will be a panel interview, which can be in person or virtually with a panel. The interview will be to evaluate both the brief proposal as well as the candidate, and if applicable, the consulting organisation. The dates of these interviews will be from February 13th to February 16th (if the candidate is unavailable during these dates other arrangements may be made).

iv. Decision: We will aim to make a decision before February 17th based on an analysis of all information submitted, informing the successful applicant and providing feedback to unsuccessful applicants.
