JOB SUMMARY:

This position is located in the Broadcasting Board of Governors (BBG), Office of Public Affairs in Washington, DC and is responsible for enhancing the visibility and stature of the BBG and its broadcasting entities.

THIS POSITION IS COVERED BY A UNION AGREEMENT

The Broadcasting Board of Governors is conveniently located within walking distance to the Green, Yellow and Blue Metro lines.

INTRODUCTION TO AGENCY

The Broadcasting Board of Governors (BBG), an independent federal agency, is an exciting, multi cultural organization that encompasses all U.S. civilian international broadcasting. The BBG is comprised of the Voice of America, which delivers high quality, multimedia programming in 44 languages to audiences worldwide; the Office of Cuba Broadcasting (Radio and TV Marti); the International Broadcasting Bureau, which provides transmission, administrative, and other support service; and three grantee organizations - Radio Free Europe/Radio Liberty; the Middle East Broadcasting Networks (Alhurra TV and Radio Sawa), and Radio Free Asia. Our staff of dedicated professionals serves as an example of a free and independent media, reaching a worldwide audience with news, information, and relevant discussions.

This vacancy is being advertised under Merit Promotion procedures and is open to all status applicants.   • Assists in the development and implementation of strategies to enhance the visibility and to promote understanding of and support for the Agency's mission and programs among various constituencies.
  • Analyzes target audience, applies knowledge of written and oral communications, and supports planning and implementation of appropriate outreach programs to effectively engage key audiences.
  • Serve as facilitator of the employee online newsletter and related features on Agency Intranet site.
  • Drafts press releases, briefing memos, blog and social media entries, and talking points. Selects accompanying photos and graphic art for online and hard copy publication.
  • Identifies newsworthy events at the agency and drafts releases and other information materials for U.S. and foreign media and publics.
  • Arranges and monitors interviews of Agency officials with members of the media. Maintains relationships with media representatives, and keeps records on media queries and coverage.

Minimum Qualifications: Applicants must have (1) one year of specialized experience equivalent to the next lower grade level (GS-7 in the Federal service), which is directly related to this line of work.
Specialized experience is experience which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include: writing clear, concise information products at the professional level within news media format specifications, experience producing accurate and appealing public affairs products including multimedia elements; AND researching, analyzing and modifying the appropriateness and adequacy of information published through social, print and broadcast media; AND developing and preparing a wide range of informational materials for international and domestic audiences using the full scope of office software tools, social media platforms, and online and in-person communication techniques.


Applicants may substitute education for experience at this grade level also. A Master's degree or equivalent graduate degree is qualifying at the GS-9 level. Applicants may also combine education and experience to qualify at the GS-9 level. To calculate, first identify the percentage of required graduate-level education you have earned. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-9 level.

Suitability Determination: If selected, you will be subject to a security investigation to establish your suitability for federal employment. The security investigation will include, among other aspects, a review of your credit and legal history.

1.
