Project Director: USAID/South Africa TB Project

In 4 countries in Southern Africa, URC manages 9 health projects funded by the US Government (USAID and CDC). We work primarily, but not exclusively, in the areas of HIV and TB prevention, testing and treatment. We have over 150 employees regionally.


Funded by USAID/South Africa, the South Africa TB Project, currently in its 3rd year, is a 5-year technical assistance project that works to strengthen TB control and prevention initiatives. The project focuses on providing assistance in strengthening TB care initiatives at provincial, district and community level, as well as strengthening the health system to manage the pressures exerted by the HIV and AIDS epidemic.

Specific responsibilities include providing overall strategic and managerial leadership of the project, in collaboration with all major stakeholders, monitoring the TB Programme’s performance in achieving Government’s goals and objectives, as well as coordinating with national and provincial departments of health on the identification of project technical assistance needed to achieve expected outputs. The successful candidate will develop suitable scopes of work, recruit consultants and execute technical assistance contracts, coordinate with NTP to determine all training and technical needs and identify suitable opportunities to support each component of the project. He/she will be expected to provide administrative supervision for all long- and short-term staff, ensure that field staff prepare and update performance data on a regular basis and provide technical inputs on various aspects of the project (including DOTS expansion, training, social mobilisation and TB/HIV). This highly visible role will see the incumbent identify NGOs and other private entities to implement various PPM models, and oversee management systems implementing all activities undertaken with funds provided in the contract, as well as the annual project planning cycle that formulates comprehensive annual work-plans and budgets in accordance with the USAID annual planning cycle. The preparation of monthly, quarterly and annual project activity reports and liaison among the NDOH, PDOHs, appropriate private sector groups and USAID on all administrative and financial matters, also form part of the functions.

Requirements:

  • A Medical degree or equivalent
  • At least 5 years’ experience in a donor-funded project
  • Sound understanding of the issues and challenges of the South African TB control programme (NTP)
  • Experience in working with NTP
  • Familiarity with USAID programming policies
  • Project-based financial management experience
  • Excellent written and verbal communication skills in English
  • Excellent computer knowledge
  • Flexibility to travel
  • A track record of managing a large staff successfully
  • Sound leadership ability.


The salaries will be commensurate with experience and qualifications (exempt).
