Dimensions

· Work pattern is a mixture of reactive and project work.

· Required to make sound judgements regularly within agreed processes using a good understanding of the team and the facilities of the team.

· Communication largely with internal staff, (including internationally) also with some external contacts / target audiences to support operational work.

· Analysis and internal communication of the locally relevant context to inform appropriate planning

· Some analysis and communication of the wider context

· Supervises the work of contractors, partners and junior staff for delivery of the programme

· Problem solving activities related to a defined area, such as a limited geographical area or limited programme sectional area
· Some negotiation and representation with local authorities
· Networking with peers to develop a shared analysis of local issues, contacts and key players

Key Responsibilities

  1. Contribute to the Oxfam GB programme planning in Vietnam and specifically for Oxfam Governance programme and programmatic theme. Contribute to programme proposal writing and lead responsible project proposal writing;
  1. Manage and implement responsible projects within Oxfam Governance programme in Lao Cai province in line with agreed country/programme framework plan; programme operations and advocacy/communication aspects. Including: quality control (especially ensuring equity), develop and maintain good relationships with local partners/local authority, financial management, documentation, monitoring and evaluation, reporting etc;
  1. Responsible for planning and managing all resources required delivering responsible projects, including people, assets and financial accountability;
  1. Develop and strengthen the working in partnership with partners at both local and national levels;
  1. Support the establishment of Oxfam project office in locality;
  1. Ensure internal and external reporting (financial and narrative) is completed to agreed time frames;
  1. Implement Performance Management with all direct reports. Including objective setting, performance review and personal development plans. Ensuring all aspects of Oxfam's work in Vietnam e.g. programme themes and aims, gender equity and advocacy are reflected in your own and staff objectives;
  1. Ensure implementation of Oxfam's operational policies, procedures and guidelines, especially gender equity, in all aspects of Oxfam's work. With support from technical advisors and programme service staff as needed;
  1. Act as Oxfam's representative at provincial and national level as required;
  1. Take the lead in one or more of the following programmatic themes e.g. ethnic minorities, gender equity, accountability, governance and civil society etc. (to be agreed during objective setting with line manager). Ensuring collection and sharing of information with Oxfam staff, assisting other programmes with delivery of this theme as appropriate and external representation at all levels;
  1. Be a member of Oxfam's team; participating in appropriate staff meetings, planning sessions and on-going liaising as needed.

Gross Annual Salary Range: US$ 13,755 - US$ 16,506

Skills and Competence


Job Specific Competencies

¨ Vietnamese national.

¨ University degree, preferably social science, related field or/and management

¨ Working experience with NGOs or international development organisation is preferable.

¨ Proven (at least 5 years) experience in programme/project strategic planning and management. Experience in managing and monitoring capacity building initiatives will be an advantage.

¨ Proven experience in application of participatory approaches

¨ Sound experience in resource management e.g. people, finances, assets

¨ Good understanding and practical experience in application to support equity issues (Gender and diversity)

¨ Good understanding of political system and issues such as Governance, Democracy, Civil Society Development and planning reform issues in Vietnam

¨ Familiar with advocacy work at local and national level.

¨ Strong written and spoken English and Vietnamese

¨ Good computer skills (word processing and spreadsheet programs)

¨ Able to travel to programme/project areas on a regular basis
