Procurement Specialist (Pharmacist) Grade: P4

OBJECTIVES OF THE PROGRAMME :
The WHO Global Service Centre (GSC) based in Kuala Lumpur Malaysia provides administrative services to all staff and all WHO offices worldwide in respect of human resources, payroll, pension, procurement, accounts payable and support of specific corporate IT applications. The aim of this Centre is to provide the swift and reliable delivery of a comprehensive array of products and services covering all the above fields.

The objective of the Global Procurement and Logistics (GPL) team is to develop global policies and procedures on contracting and procurement and to set standards for the goods and services contracted or procured as well as to control and oversee the adherence to applicable rules, procedures and standards associated with such procurement. GPL is also responsible for market research, purchasing of and evaluating suppliers for a vast range of commodities and services for WHO's technical programmes and projects. Finally GPL provides administrative services to all staff and all WHO Offices worldwide in respect of purchasing and shipping of both goods and services.

The Global Contracts (GCP) Team is responsible for purchasing and evaluating suppliers for a vast range of Goods and Services for WHO's technical programmes and projects.
Description of duties:
The incumbent is a senior professional expert on procurement matters who arranges procurement and provides advice on procurement and logistics issues, market possibilities, development of specifications and delivery schedules. He/she coordinates and collaborates with colleagues from the Goods & Shipping and Services units in GPL for procurement processes and activities. The incumbent participates in, and leads negotiations with suppliers.

The Procurement Specialist (Pharmacist) specifically coordinates and manages the procurement of Medicines, Vaccines and Diagnostics in accordance with WHO guidelines and rules.

He/she is responsible for:
Sourcing of Medicines, Diagnostics and Vaccines from GMP qualified sources at the best value for money for the Organization.
Issuing large Tenders and establishing Letters of Agreement with suppliers for Pharmaceuticals and Diagnostic test Kits, Emergency Health kits.
Review and update of all DBP catalogue items and suppliers database in relation to population of GSM e-catalogues in cooperation with technical units and Programmes
Liaise with WHO technical units, Programs and Partnerships

As one of the Procurement Specialists within the Global Contract Team the incumbent is responsible for managing the operations of a sub-team of procurement staff responsible for the procurement of a wide variety of goods and services in support of WHO programmes and initiatives worldwide.

He/she, in continuous collaboration and coordination with other colleagues in GPL, colleagues in the Global Finance (GFI) Team, CPS/HQ, Regional Offices and Technical Units , Programmes and Partnerships also performs the following duties within the area of procurement assigned to him/her.

He/she is also responsible for the following:

1- Procurement Forecasting;
2- Managing Catalogues;
3- Reimbursable Procurement;
4- Request for Price Estimates (RPE);
5- Request for Quotations (RFQ);
6- Works in close collaboration with colleagues in the Global Finance (GFI) Kuala Lumpur for matters relating to supplier management, encumbrances and payments.
7- Replaces other Procurement Specialists both in HQ and in Kuala Lumpur or acts for the Coordinator, GPL during absences.
8- Other duties as needed
REQUIRED QUALIFICATIONS
Education:
Essential: Degree in Pharmacy with at least 4 years of post graduate training.
Advanced university degree in pharmacy biochemistry, microbiology or other related medical engineering field.

Knowledge of WHO procurement policies, procedures, rules and technical guidance notes
A sound knowledge of best practices of procurement and guidelines provided by leading procurement entities.
technical knowledge of types of supplies and goods purchased by WHO for Headquarters, Regional Offices and field projects;
Proven problem-solving and statistical analyses capacity.
Ability to manage and prioritize among projects.
Ability to take a leadership role and to supervise staff while maintaining a motivated team:
Ability to use computer systems pertaining to the treatment and processing of procurement.
Persuasive and clear communication and interpersonal skills and technical knowledge of presentation software.
Extensive knowledge of International Contract law

Training in the Procurement modules of Oracle or the WHO Global Management System (GSM) or in-depth knowledge of procurement through one of the major ERP software.

Ability to trouble shoot catalogue maintenance issues and analyses error reports from the system.
Skilled in the use of forecasting software and web-based catalogues.
Experience:
ESSENTIAL:
At least seven years' experience in the procurement and servicing of supplies and equipment as used by WHO, of which at least five years are in WHO or a large international organization;
Extensive experience in negotiating and administrating complex contracts;
Extensive experience in the practical application of price/costs analysis techniques and processes and forecasting.
Proven experience in procurement of drugs in an international context comparable to WHO's (other UN agency, internationally recognized NGO) and with a focus on Public Health issues and Pandemics as defined by WHO
Extensive knowledge of international pharmaceutical schemes and regulations

DESIRABLE
Previous participation to international , interagency pharmacist networks would be a valuable asset.
Languages:
Good working knowledge of English or French to read and write documents and reports with a working knowledge of the other.

Annual salary: (Net of tax)
USD 67,395.- exempt of tax at single rate
USD 72,373.- exempt of tax with primary dependants
Post Adjustment: 42.4 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
