WORK HOURS: Full-Time, 40 hours per week

LENGTH OF HIRE: Agreement renewable on annual basis

The American Embassy in Antananarivo is seeking individuals to be assigned in the position of Reference/Outreach Librarian in the Public Affairs Section.

BASIC FUNCTION OF POSITION:

Incumbent will conduct research and collection development for the Information Research Center (IRC), and respond to complex inquiries for information from target audience and the US Mission. S/he will develop and maintain contacts with target IRC clients. Will conduct outreach, programming, and promote IRC services.

QUALIFICATIONS REQUIRED:

NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

  1. A Bachelor degree in one of the following fields: information science, library science, international affairs, American studies, or other relevant field is required.
  2. Two to four years of progressively responsible experience in the field of information research including experience in traditional research and reference services, and in the use of emerging technologies and electronic resources required.
  3. Language skills:

· Level IV (Fluent) Speaking/Reading/Writing English is required.

· Level IV (Fluent) Speaking/Reading/Writing French is required.

· Level IV (Fluent) Speaking/ Reading/Writing Malagasy is required.

  1. Must be knowledgeable of electronic retrieval and delivery tools, in particular the internet and standard information science practices and procedures. Knowledge of social media such as Facebook and Twitter is essential.
  2. Excellent service orientations to target audience, interpersonal and cross-cultural skills are required. Excellent written and oral communication skills are essential. Ability to carry out reference research and respond to complex requests is required.

SELECTION PROCESS

When equally qualified, U.S. Citizen Eligible Family Members (AEFMs) and U.S. Veterans will be given preference. Therefore, it is essential that the candidate address the required qualifications above in the application.

ADDITIONAL SELECTION CRITERIA

1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.

2. Current employees serving a probationary period are not eligible to apply.

3. Currently employed U.S. Citizen EFMs who hold a FMA appointment are ineligible to apply for advertised positions within the first 90 calendar days of their employment.

4. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment, unless currently hired into a position with a When Actually Employed (WAE) work schedule.
