ABOUT THE FEDERAL MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT

Led by the Honourable Minister, Dr. Akinwumi Adesina, the Federal Ministry of Agriculture and Rural Development has developed a new agricultural transformation plan for Nigeria, as part of the Transformation Agenda of the President. The implementation of the transformation plan requires very close supervision and execution at the state and local government levels, working closely with the private sector. To ensure effective execution, the active participation of the states, and monitoring and evaluation of the transformation plan, the Federal Ministry of Agriculture and Rural Development will now be decentralised to the states. A key component of the transformation of agriculture at the state level is the development of agriculture as a business, with special focus on young entrepreneurial commercial farmers, private sector investments, and development of agribusinesses (seeds, fertilisers, machinery, storage and logistics, food manufacturing etc).

The successful development of agribusinesses generally, and particularly within the staple crop processing zones at the state and regional levels will ensure reduction of post-harvest losses, backward integration to use surplus production of agricultural produce, assure markets for farmers and ensure the emergence of more competitive food systems that can produce and deliver food at competitive costs. The Federal Ministry of Agriculture will work with the state governments to attract foreign direct investments and local investments into the staple crop processing zones.

POSITION SUMMARY

The Tony Elumelu Foundation, in line with its intent of providing strategic support to key ministries, is seeking to engage the services of a suitably qualified candidate for the role of Senior Investment Advisor attached to the Federal Ministry of Agriculture and Rural Development.

The Senior Investment Advisor will be primarily focused on attracting domestic and foreign investment in to Nigeria’s agricultural sector. The position is based in Abuja, Nigeria with extensive domestic and international travel and will report directly to the Senior Technical Advisor (Investments and Agribusiness) and have the following responsibilities:

1. Work closely with the Regional Directors on all agribusiness and investment opportunities to support the state governments
2. Work closely with all prospective investors to match their capital with appropriate investable opportunities
3. Support the Senior Technical Advisor in the following areas:
a. Leveraging existing research, develop a Public-Private Partnership framework for developing agribusiness investments to promote the agricultural value chains of priority at the state levels, including appropriate modalities for concessions with the private sector
b. Develop a comprehensive database of all existing agribusinesses in Nigeria, their locations, production levels, capital base and their work with farmers
c. Develop an agricultural investment code that will support and attract private investors into agriculture in Nigeria, working closely with the Ministry of Trade and Investment and Ministry of Finance, respectively, as well as the Nigerian Investment Promotion Authority and Nigerian Export Promotion Council
d. Develop and implement a clear strategy for attracting agribusiness investments into the staple crop processing zones and ensure that adequate level of private investments are in place to drive the establishment of food processing facilities across the staple crop processing zones, for relevant value chains
e. Develop legal, regulatory and investment frameworks to promote private sector investments at the state levels, working closely with the state governments
f. Organise agricultural investment forums for the states to attract private sector investments to promote agricultural businesses and market development to support accelerated agribusiness development that helps diversify incomes, create jobs and diversify the economies of the state governments
g. Identify gaps with respect to agro-processors with practical time-bound plans for establishing them
h. Other duties as related to the implementation of the transformation plan as identified by the Senior Technical Advisor (Investments and Agribusiness), the Honourable Minister and/or The Tony Elumelu Foundation

REQUIREMENTS
• Bachelor’s degree in business management, economics, banking, investments or a relevant discipline (MBA or higher degree is a plus)
• At least 7 years of experience at progressively more senior management levels in the investment banking and fund management sectors
• Must have demonstrable experience in structuring and executing deals, preferably in the agriculture sector - an understanding and experience/exposure to agribusiness is important to be successful in the role
• Must have a clear investment mind-set and be able to secure and close deals for agribusiness investors in Nigeria
• Excellent communication skills and excellent analytical, business and oral communication skills are necessary
• Fluent oral and written English required


Remuneration will be competitive within the international development sector. The candidate will be engaged by TEF for an initial contract of two years and will be seconded to the Ministry.
