National Society Development Delegate

Purpose of position:
The International Federation of Red Cross and Red Crescent Societies (IFRC) has adopted Strategy 2020 that specifically sets out to achieve three strategic aims, namely :1) Save lives, protect livelihoods and strengthen recovery from disasters and crises, 2) Enable healthy and safe living and, 3) Promote social inclusion and a culture of non-violence and peace.

Inspired by the Enabling Action 1 of Strategy 2020 for building strong National Societies, the Federation Secretariat intends to provide hands on, specialised support to the Liberia Red Cross Society (LRCS) through a National Society Development Delegate.

Reporting to the Head of Operation in Nairobi, the NSD Delegate will provide support to the LRCS, and by using the expertise and other resources within the Africa Zone and other members of the Federation.

Guided by Strategy 2020, and the Enabling Action 1 of building strong National Societies as the foundation for service delivery, the NSD Delegate will be a critical resource in supporting the achievements of well-functioning and of a strong LRCS.

Description of Duties:
1. Maintain an up to date profile of each of the LBRCS and facilitate their utilization in informing dialogue, programming and strategy formulation;
2. Coordinate the overall organizational development support by the Movement partners in close cooperation with ICRC and Partner National Societies;
3. Based on NS priorities, support and mentor the LRCS in a proactive strategic development process and by utilising local solutions, capacities and competencies for sustainable development;
4. Identify locally and regionally available resources and consultants necessary for the development of skills and competencies at all levels including governance support, and in senior and middle management in areas such as financial and human resources management, programmed management, resource mobilization, humanitarian diplomacy, etc;
5. Facilitate the access by LRCS to regional and global resources and tools necessary for the achievement of Enabling Action 1 of Strategy 2020;
6. Support the documentation and sharing of best practices, facilitate sharing of knowledge and promote peer-to-peer support for the LRCS in the sub-regions, and networks;
7. Support the work of volunteers and youth including the strengthening of networks and the promotion of membership development and participation; and
8. Regularly report on progress in National Society Development with a view to engaging with partners in defining the way forward.

Duties applicable to all staff:
  • Actively work towards the achievement of the Secretariat's goals.

  • Perform any other work related duties and responsibilities that may be assigned by the line manager.
Required Qualifications
Education:
Relevant University degree.
A relevant post graduate degree or MBA preferred.

Experience:
At least five years working experience with the Red Cross / Red Crescent.
Experience working in a voluntary membership based organisation or senior management levels.
Experience in the application of the various Federation tools including VCA, National Society self assessment, PPP, ICB, CAS and Operational Alliance concepts.
Demonstrated success in planning, project management and reporting.
Proven successful experience in strategy development and implementation.
A minimum of three years proven experience in successfully facilitating organisational development processes.
Experience in mentoring, coaching and in developing staff.
At least two years experience in a developing country working for an international humanitarian organisation.
