Mbabane Technical Officer II, Monitoring and Evaluation

We seek qualified candidates for the position of Program Officer, Monitoring and Evaluation the USAID-funded Community-Based Livelihood Development (C-BLD) for Women and Children in Swaziland. The project will work to enhance the livelihood capabilities of vulnerable women, orphans, children, as well as Swazi institutions that serve them and to protect the rights of women and children. The position is based in Swaziland.

Position Description:

  • The Technical Officer II for M&E will be responsible for program monitoring and evaluation of this USAID funded programming (including USAID/RHAP reporting)
  • Design/Develop Project-based M & E plans, including the identification of indicators useful in program management and the overall tracking of program accomplishments for donors ;
  • Recommend cost-effective approaches and methods for establishing appropriate baselines and gathering information for reporting and periodic updates;
  • Ensure timely and accurate tracking of program activities against output and outcome indicators, informing the program regarding what is working and what needs to be altered or re-shaped in line with the pragmatic learning approach.
  • Design of causal models addressing the impact of interventions on vulnerable women and children.

Minimum Requirements:

  • A bachelor degree with a minimum of 8 years experience or a master’s degree with 3-5 years of experience or equivalent combination of education and experience.
  • Experience in program monitoring and evaluation, particularly for USAID-funded programs;
  • Familiarity with PEPFAR’s OVC, gender, and capacity building indicators, as well s broader indicators that can demonstrate the effect of such interventions well-being and economic status.
  • Ability to train/mentor implementing partners on proper M & E systems
  • Strong critical analysis and report writing skills preferred;
  • Previous experience working with INGO, preferably in Swaziland;
  • High integrity and strong attention to detail;
  • Ability to set priorities and meet deadline;
  • Strong oral and written communications skills;
  • English Language Proficiency required, Swazi preferred.
