General position description

Reporting directly to the Secretary-General, the Manager of the system operations section is a member of the ENTSO-E Secretariat’s Management Team. Thus she/he takes part in supporting Board and Assembly, in strategy development and implementation, and in external representation, not only in system operations related activities, but if needed for all ENTSO-E subjects. He/she cooperates closely with the other sections of the Secretariat (system development, market, corporate affairs, IT, legal, finance).

He/she supervises the staff in the system operations section (Regional Group Senior Advisor, Operations Code Senior Advisor, Operation & Data Senior Advisor, Compliance Monitoring Advisor, Coordinated Operation Advisor and Front Office & System Operations Coordinator): He/she manages their priorities and results, evaluates performance and recommends personnel decisions to the Secretary-General.

Most responsibilities of the Manager System Operations focus on the decisions of the System Operations Committee, related, e.g., to regional and pan-European operating standards and network codes, network security and reliability, interoperability, operational procedures in emergencies, and critical systems protection. Consistency with other network codes, synchronous operation rules, external relations to non-ENTSO-E-TSOs and projects examining possible extensions of the synchronous area also play important roles in the section’s work. Significant travel may be required. The successful candidate is expected to work on a full-time basis at ENTSO-E’s Brussels-based Secretariat.

Specific responsibilities

Support and leadership functions for external representation, meetings, position papers, network codes, network plans for several ENTSO-E Bodies and groups. Specific responsibilities may change over time.

Current tasks:
• Personally support the System Operations Committee and its chairpersons for all meeting-related activities, decisions in written procedure and external representation
• Give direction to the section’s Advisors and Senior Advisors in their support of the Committee’s Working Groups, Regional Groups (incl. operation handbook and compliance monitoring support), Subgroups and projects
• Initiate and direct formal operations network code development with special attention to stakeholder consultation and implementation and compliance monitoring processes; give direction to the Operations Code Senior Advisor in his role as ENTSO-E Code Administrator
• Initiate, direct and follow up on interactions with the European Commission, ACER and other stakeholders related to system operations; actively contribute to Management Team strategy, planning and implementation of interactions with these institutions for all ENTSO-E topics
• Lead the coordination of relations to non-ENTSO-E-TSOs and system extension studies
• Actively arrange ENTSO-E speaking opportunities in conferences and workshops relevant to system operations; coordinate the ENTSO-E speakers; prepare and hold presentations him/herself
• Represent ENTSO-E in Brussels functions

Qualifications, skills and experience


• University degree in electrical engineering
• At least 8 years relevant work experience, preferably in the TSO business or electric utilities
• Several years of experience managing projects, teams or departments in a relevant TSO or electric utility environment
• Proven expertise with TSO operations issues
• Excellent skills and a strong interest in communication, for cooperating within the Secretariat, for supporting members in the Committees and facilitating consensus, and for explaining to Commission and regulators, stakeholders, politicians and the public the work products and positions of the TSOs; excellent writing and presentation skills in English
• Proven ability to manage multiple projects, organize resources and establish priorities
