Background / General description:
The IFC Partnerships & Advisory Services Operations Department (CPA) is seeking to hire a Manager for its Partnerships & Donor Relations unit to lead, oversee IFC’s relationships with official bilateral, multilateral, and philanthropic partners. CPA supports IFC Advisory Services (AS) through streamlined operations, timely and accurate analysis and reporting, effective partnership development, and inclusive learning and outreach. AS is a core business of IFC alongside Investment Services. Current IFC managed AS annual expenditures are roughly $300 million and growing. These expenditures are funded by a combination of IFC’s own funds, client contributions, and donor partners. In FY11, IFC raised approximately $200 million of new funding commitments for advisory services from approximately 20 donor partners. As part of a broader strategic plan for AS, IFC is strengthening its fundraising capacity to adapt to new donor circumstances, while also enhancing internal coordination of donor relationships across IFC, consistent with a corporate fund raising effort that encompasses AS, Investment Services, including Concessional Finance, and the Asset Management Company. CPA plays a central coordinating role in donor fund raising for AS through its Partnership Development Unit (CPAPD) which is responsible for coordinating relationships between IFC and the donor community, including with bilateral and multilateral donors, and with foundations and corporate philanthropies. In addition to direct fundraising through Framework Agreements, CPAPD facilitates donor fundraising activities for AS across IFC and advises a wide spectrum of IFC management units on establishing and maintaining meaningful donor partnerships for funding and broader support to IFC AS activities. The appointee will report to the Director CPA and be a member of the department’s management team. The appointee shall have management responsibility for a highly strategic Washington, D.C. based complement of donor partnership officers and analysts, and shall be accountable for the following main areas: (Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year term appointment).

Duties and Accountabilities:
1. Drawing on CPA’s experience, knowledge and network, work closely with the Western Europe office and key regional interlocutors as well as the Coordination Unit when appropriate: a. Maximize the strategic value of donor partnerships, including in terms of support for IFC AS through funding, knowledge and learning relationships. On average, annual new donor partner funding commitments for AS work of $180 million are expected. b. Provide leadership and strategic vision for collaboration with donor partnerships on AS, developing donor funding strategies and fundraising work plans engagement with specific donor and philanthropic partners, and overseeing the implementation of these strategies and work plans. c. Leverage CPA and IFC’s convening power and strategic communications including through insights and intelligence on donors and through the Partnerships Practice Group (PPG), a network of AS donor relations practitioners across IFC. 2. Integrating IFC’s work on results measurement and knowledge management into the Corporation’s approach to partnership development and donor relations. 3. Implementing existing IFC Donor Partnership Framework Agreements and facilitating signing of new partnership framework agreements. 4. Identifying, and successfully engaging with, new IFC donors and partners such as emerging donors and foundations. 5. In coordination with the department’s Trust Funds Operations Unit, maintaining close coordination and liaison with donor fundraising counterparts at the World Bank. 6. Reporting to donor partners on Partnership Framework Agreements and working collaboratively with partners to streamline and harmonize donor reporting requirements. 7. Working closely with the Western Europe office, the Coordinating Unit of IFC’s Syndications department and Regional Fund Raisers, to ensure that IFC presents “one face” to partners. 8. Is able to effectively present all of IFC’s business (“One IFC” financing, advice and asset management) to potential donors.

Selection Criteria:
• Master’s Degree reflecting substantial course work in areas directly relevant to IFC’s role as a private sector oriented development institution.

• A minimum of ten years of professional experience in the relevant fields in the area of development, including private or public sector, fundraising, public relations and trust fund administration.

• Thorough practical knowledge and experience of IFC’s operations.

• Extensive knowledge of key donor agency strategies, priorities and structures, and demonstrated success in engaging and influencing key donor partners; ability to represent IFC in high profile networks.

• Strong diplomatic and interpersonal skills, including management and problem-solving skills. Excellent oral and written communication skills.

• Strong teamwork orientation, with an ability to lead and work effectively with a range of clients and colleagues including operational staff and senior management, and senior officials of IFC member countries.

• Demonstrated ability to provide leadership, motivate people and deliver results in a matrix organizational structure.

• Willingness to travel.
