Libya HMA Operations Manager

DanChurchAid (DCA) is looking for an Operations Manager to HMA programme in Misrata, Libya. The Ops Manager is responsible for the command and control of all operational units EOD, Demining, MRE and Survey teams and answers directly to the Programme Manager. DCA currently deploys to areas around Misrata (Dafnia, Bani Wali, Zlitan) other areas of Operations in Libya will likely opens up and the Ops manager is to coordinate the implementation with the Governmental authorities and local administration.

In the absence of the Programme Manager, the OM will take over the responsibility of the programme guided by the DCA HQ. The OM will participate in relevant coordination meetings in Tripoli/Misrata or other relevant locations.

The specific duties and responsibilities are listed in detail below:

Selection and training of operational staff: You are responsible for the selection of new staff for the DCA operation. You are responsible for the planning and executing of the needed training or re training of staff for the operational teams. You shall seek assistance with the DCA HQ technical officer for approved training plans and curriculums.

Tasking & allocation of units: You are responsible for advising the Programme Manager/PC/HOP on the selection of tasks. This means that you must see that data on the different tasks are prepared and coordinated with the LMAC. When tasks have been selected you will ascertain that facilities for logistic and medical support are in place You will then approve the supervisor(s) plan for the deployment of the team(s) and monitor the deployment. You are to ensure that the proper personnel resources are available and allocated adequately.

As many tasks in Libya arise from self tasking you are responsible for having a clear documentation stream from initial Task dossier incl completion report. The documentation is to be stored in the weekly DCA report form and included in the monthly DCA report. Copy of all task dossier is to be send to LMAC/JMACT

Quality control & assurance : You are to ensure that operations are carried out in accordance with DCA SOPs, with the assistance of the TA´s. You are to carry out frequent visits of units deployed on operations, and direct the TA´s technical inspections of these.

In conjunction with the above task you are to evaluate and develop methods and standards.DCA HQ Technical will provide you with the DCA QA tools and standards

Personnel: You are the person overall responsible for the welfare and discipline of the personnel. You are to ensure that they are healthy, happy and well turned out. You are to ensure that any violation of safety rules, breaches of discipline or disputes among personnel are dealt with. Such incidents are to be reported to the Programme Manager. In the case of serious incidents you will advice the Programme Manager on the appropriate response. You will continuously review the DCA code of conduct and suggest alterations to the Programme Manager/PC. At all time make sure that there are updated job descriptions on the local employees under his command attached to the employment contract.

Equipment: You are responsible for overseeing that the teams are adequately supplied and that they hold the equipment that they are supposed to. You are to make updated equipments list for the logistic unit in order to get the purchase of new equipment made according to the DCA procurement plan and budgets.

Administration & Reporting: You represent the interface between operations and administration. You are to co-ordinate with the administrative staff to ensure that administration of personnel is carried out in a proper and timely manner. This includes the following duties: Overseeing daily data transfer to administration for the attendance log, Overseeing daily reporting of work details regarding operations and Overseeing daily reporting of logistical issues to the Logistical Officer

In addition to this, you will oversee and control the reporting of the National team leaders on operational matters such as: Survey reports, Accident and incident reports, Weekly and monthly reports, as well as completion reports.

Liaison: You are responsible for liaison with local and governmental authorities and other relevant NGO and UN in matters regarding operations. You must however co-ordinate your activities on central Governmental level with the Programme Manager/PC.

Training : You are responsible for training and educational standards of personnel. You are continuously to evaluate personnel to assess the need for further training and to plan and carry out training and retraining sessions at intervals required. The TAs will assist you in planning and execution of training and retraining.

Radio Communication : You are to ensure that the communication equipment is manned at all times. While operations are ongoing the radios/phones must be manned permanently. You are to ensure that a communications log is being kept You must ensure that there is an updated call sign list and that there is a duty officer out side workings hours

SOP: You are directly responsibility for that all DCA staff is working according to the DCA SOP and that the SOP is keep updated. Incident reports are to be completed if breach of SOP occurs. The reports shall be submitted to the DCA HQ OPS unit the soonest after completion.

Security: You are to develop DCA security plans that follow the DCA handbook. Current security plans are to include further expansion in to new areas of operation and no operation shall take place before an approved security plan (DCA HQ) is in place.

Applicants are expected to have the following qualifications:

• Minimum 5 years International experience in Mine Action • Several years of experience from similar management positions within HMA • Strong leadership skills • Experience with operational planning and management • Good communication and interpersonal skills • Strong competences on security management • Computer literacy essential including proficiency in excel, word, power point etc
• Fluency in English while working knowledge of Arabic is an advantage
