Information Architecture Specialist Grade: P2

OBJECTIVES OF THE PROGRAMME :
To establish the principles and practice of knowledge management and communication as fundamental to public health and a key component of technical cooperation and capacity building. As such, it oversees the equitable and efficient dissemination of health information and communications to priority audiences, especially in Member Countries, as well as PAHO's knowledge sharing processes and information and communications products. It ensures that PAHO is widely recognized as a source of authoritative scientific and technical information and safeguards PAHO's intellectual property against any use contrary to the Organization's mission and principles.
Description of duties:
Under the general supervision of the Manager, Knowledge Management and Communication (KMC), and the direct supervision of the Advisor, Knowledge Management and Organizational Learning (KMC/KM), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

a) Provide technical support in information systems architecture for the development of the Organization's Intranet (SharePoint 2010 Portal);
b) Design and implement intranet-specific usability guidelines for content management systems;
c) Design and apply styles in template-based master pages using SharePoint Designer;
d) Create workflows and other applications using Coras Work and SharePoint Designer;
e) Participate in the identification, testing and selection of technical applications for further development of Intranet services, including Web information management tools;
f) Develop and present technical recommendations to KMC on changes and/or new resources for Intranet enhancements options;
g) Train, provide orientation and consult with Intranet focal points regarding content management and image delivery;
h) Collect and consolidate Intranet technical information management queries received from staff; present summary reports to KMC with recommendations for addressing these needs;
i) Perform other related duties, as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential: A bachelor's degree in information systems, computer science or related field from an accredited institution.
Desirable: Training in emerging technologies and methodologies for knowledge management and communication would be an asset.

Technical Expertise
-- In-depth theoretical and practical knowledge of web design, front-end development and usability; adaptation of content to a web environment; web technology and how it can be leveraged as a communication/management tool;
-- Ability to develop and promote the launching of internets or intranets projects;
-- Ability to conduct training on web design tools and methodologies;
-- Ability to analyze gaps in knowledge sharing mechanisms in place and recommend solutions;
-- Familiarity with virtual collaboration tools and methodologies;
-- Ability to learn and adapt to new technology rapidly, including continuous learning of new technologies;
-- Ability to work independently, results-oriented, and meet deadlines;
-- Strong professional oral and written communication skills, including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.

IT Skills
Familiarity with internet and intranet applications; experience with SharePoint 2010, SharePoint Designer, Joomla!, CorasWorks and CS5 Suite; knowledge of HTML, CSS, and JQuery; LAN/WAN environments; knowledge of generalized mark-up language SGML, TCP/IP, ISS from MS, Cold Fusion and relational database theory would be an asset.
Experience:
Essential: Five years of combined national and international experience in information systems, with a focus on web systems.
Desirable: Experience in working with developing and delivering knowledge management programs and web collaboration would be an asset.
Languages:
Very good knowledge of English or Spanish with working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.
Additional Information:
*Initial assignment will be for six months. However, this assignment could be extended for up to 24 months, subject to availability of funds and satisfactory performance.
