ILO - Youth Employment Promotion Programme (YEP)

This is a Technical Cooperation position therefore the recruitment process falls outside Annex 1 of the ILO Staff Regulations. Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

The following are eligible to apply:

INTRODUCTION
The YEP was designed to assist the Secretary of State for Vocational Training and Employment in the preparation and implementation of tools and programmes in the areas of training, entrepreneurship development and labour intensive-works to facilitate the productive access of young women and men to the labour market.

To address the obstacles experienced by youth in accessing labour market-driven training and employment opportunities, the YEP Programme will carry out activities towards four specific objectives: (i) A set of strategies for Youth Employment, developed and adopted by the Timor-Leste Government; (ii) Employment and suitable training opportunities for young women and men provided by established Employment Centres and Youth Career Centres, in collaboration with partner organizations; (iii) A safety net created for most deprived rural poor through the organization of Labour-Intensive Public Works in critical periods and geographical areas; (iv) A competency-based education and training system, providing Timorese youth with relevant skills in accordance with the labour market requirements, established and operational.

The Programme will target all the thirteen Districts of Timor-Leste assisting an estimated number of 68,000 beneficiaries during the four years of implementation.

Reporting lines: The TVET specialist shall report to the Chief Technical Adviser.
Description of Duties
A. General duties:

- Contribute to building capacity of counterpart staff (DNAFOP) within the overall context of the project

- Coordinate with other ILO units to ensure adequate and effective gender mainstreaming in TVET activities in the project;

- Conduct seminars, workshops and technical meetings as required by the YEP project and DNAFOP;

- Compile and submit reports or contribute to the YEP project reports, as required;

- Consult with international experts and outreach coordinators in the development of systems and procedures for training needs review and investigation in the light of labour market requirements, and the provision of advisory assistance;

- Participate in strategic planning, the preparation of the annual plan, and on going reporting commitments to the Secretary of State and Government bodies as required

- Undertake other duties for the timely achievement of project objectives as required.

B. Technical duties

- Provide technical support and guidance to improve the standards of TVET training providers registered with DNAFOP, to meet the new registration and accreditation standards;

- Provide technical support and guidance to DNAFOP registration team in implementing the new national registration standards for training providers

- Provide technical support and guidance to DNAFOP staff in implementing, evaluating and reviewing its work experience programme and on-the-job-training activities;

- Provide technical support and guidance to the Learning Resource development Centre in the development of learning resource materials and the provision of professional development workshops and programs for training providers

- Provide technical support and guidance in maintaining up-to-date information about vocational training providers and vocational training provision in order to have:

Clear, accurate information on vocational training to present to government, donors and the local authorities on the numbers being trained, the quality of training and the direct employment outcomes of the training;

Reliable information about training providers and their courses to assist DNAFOP in assessing future funding proposals;

The capacity to monitor training providers that receive funding from the Government or from FEFOP;
Required Qualifications
Education
Advanced University degree with demonstrated expertise in the relevant technical field Certificate IV Training and Assessment.
Experience
The TVET Specialist will have appropriate qualifications and employment experience in technical and vocational education and training as well as qualifications in competency based training development (at least seven years of relevant professional experience, of which at least three years at the international level). Experience in instructional design and/or materials production and in instructor training would be advantageous. Successful experience in TVET technical assistance and full understanding of the Timor Leste TVET system and the newly developed Training Provider Registration and Accreditation standards is essential.

In additional to those required at P4 core competencies include adaptability, client service, collaboration, communication, initiative, integrity, knowledge management and sensitivity to diversity, specific competencies at the level of the position include gender mainstreaming, sound analysis, problem solving and decision making, building commitment, planning and organising and facilitation of change.

Other allowances and benefits subject to specific terms of appointment:
  • Children's allowance (except for the first child if the dependent rate of salary is paid in respect of that child);

Recruitment is normally made at the initial step in the grade.
The Director-General reserves the right to appoint candidates at one level below the grade of the advertised post.
Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.

While the successful candidate will be initially working in Dili, he/she may be assigned to any duty station designated by the Director-General of the ILO.
