HIV Adviser (Prevention) – PNG-Australia HIV and AIDS Program

Summary: JTA International is seeking an experienced professional to fill the role of HIV Adviser (Prevention) for the PNG-Australia HIV and AIDS Program.

Position Details:
The PNG-Australia HIV and AIDS Program is an Australian Government, AusAID initiative supported by an Implementing Services Provider (currently JTA International). The Program was designed to be a long-term flexible program of assistance aligned with the PNG National Strategic Plan on HIV/AIDS 2006-2010 (NSP) to provide funding and technical assistance to support PNG’s national HIV response. The Program commenced in 2007 and aimed to contribute to the NSP goals to stabilise the spread of HIV/ AIDS infections and mitigate the impact of the epidemic. The PNG National HIV Strategy (NHS) 2011-2015 has replaced the NSP and has 3 strategic priorities: prevention; counselling, testing, treatment and support; and systems strengthening.

JTA International is currently seeking an experienced individual for the role of HIV Adviser (Prevention) for the Program. This position will be responsible for the provision of technical advice on scaling up and improving the reach and quality of HIV prevention interventions targeting “most at risk” populations in PNG. Accordingly, the Adviser will assist the Program to analyse the key strategic and policy issues, build the capacity of civil society partners for effective and evidence-based implementation, ensure participation of most at risk and affected populations, monitor quality and reach of program implementation, advise on how to improve links between prevention, testing and treatment services, and closely coordinate with the relevant government and non-government service providers and policy makers.

The successful applicant will have:
  • 7 to 10 years’ experience in the design and implementation of HIV/STI prevention services and programs for most at risk populations, and of working with government and non-government organisations.
  • High level understanding of social science/public health/health promotion approaches to HIV/STI prevention policy and programming in developing countries, including latest international research on effective HIV/STI prevention, and the ability to extract and apply evidence appropriately.
  • Experience integrating HIV/STI prevention into existing sexual and reproductive health services.
  • Demonstrated understanding of challenges and potential of integrating gender (especially gender based violence) and GIPA into HIV/STI programming.
  • Demonstrated skills in capacity development including techniques to increase the confidence and skills of colleagues and team members, ability to develop and present training and education material, participatory planning methodologies, and research and evaluation.
  • High level cross-cultural interpersonal and written and oral communication skills, including the ability to write clearly and concisely, and to adapt their communication styles to suit a variety of audiences.
  • Drive for results and the ability to work effectively with senior management and as part of a team to deliver results on time.
  • Relevant post-graduate qualifications in social sciences and/or public health.
