Head of National Society Support & Knowledge Development

Purpose of position:
The Haitian Red Cross (HRCS) is a prominent civil society actor and auxiliary to the Governemnt of Haiti in three key sectors defined in their HRCS Strategy 2015: Health, Blood Services and Disaster Response Management (DRM). Reporting to the Country Representative, the Head of National Society Support (NSS) and Knowledge Development (KD) will work with a team of National Society Development practitioners and embedded delegates to Haitian Red Cross Society (HRCS) in supporting and coordinating movement wide inputs to implement their strategic priorities defined in the three key sectors ensuring growth towards a national service delivery system based on future operational and financial sustainability. Guided by Strategy 2020, and the Enabling Action 1 of building strong National Societies as the foundation for service delivery, the Head of NSS &KD will be a critical resource in supporting the achievements of characteristics of a well-functioning and of strong National Society (NS). The main purpose is to help extend the scale, quality, and impact of the work of the International Federation through knowledge, capacity building, and standards and systems development of Haitian Red Cross Society.. Given the current context of transition from a large post-earthquake operation to a more targeted focus on core sectors of NS development, the position will ensure a strong push towards implementing HRCS Strategy 2015 while assuring appropriate linkages with on-going post earthquake priorities as formulated in the Integrated Neighborhood Approached (INA) HRCS.
Description of Duties:
- Coordinate the overall organizational development support to HRCS by the Movement partners in close cooperation with International Committee of the Red Cross (ICRC) and Partner National Societies;
- Ensure close and ongoing coordination with IFRC INA coordinator to ensure all possible opportunities for HRCS integration with Integrated Neighborhood Approached (INA) activities so to allow for a strong NS development component in the urban community strengthening work.
- Based on the HRCS priorities, oversee all support and mentoring efforts of the HRCS programmes and management staff and integrated delegates in a proactive strategy of developing local solutions, capacities and competencies for sustainable development in health, disaster risk reduction, finance and human resources systems.
- Identify resources necessary for the development of skills and competencies at all levels including governance support, and in senior and middle management in areas such as financial and human resources management, programmed management, resource mobilization, humanitarian diplomacy, etc.
- Liaise with Americas management team in particular the regional representation in Santo Domingo, to identify opportunities for the development of skills and competencies while facilitating the access by HRCS to regional and global resources and tools necessary for the achievement of Enabling Action 1 of Strategy 2020;
- Support HRCS in the management, monitoring and reporting of the HRCS components of the Plan of Action; (specifically Health, DRM, Blood and Ambulances);
- Support the documentation and sharing of best practices, facilitate sharing of knowledge and promote peer-to-peer support within the HRCS, sub-regions, and other networks;
- Ensure development of an up-to-date profile of each of the HRCS branches and facilitate their utilization in informing dialogue, programming and strategy formulation in the country;
- Support the work of HRCS volunteers and youth including the strengthening of networks and the promotion of membership development and participation; and
- Regularly report on progress in HRCS development in the country with a view to engaging with partners in defining the way forward.

Required Qualifications
Education:
Basic Delegates Training Course or equivalent knowledge
Relevant university degree or equivalent in social science or development studies.
Relevant post graduate qualification - Preferred
Experience:
At least ten years working experience with the Red Cross / Red Crescent.(RCRC)
At least five years experience working with RCRC in international relief and recovery situations at a managerial level
At least five years experience working in a voluntary membership-based organization at senior management levels.
Ten years experience working in international relief and development; experience in supporting or managing capacity building, health and disaster risk management programmes
Experience in the application of the various Federation tools including VCA, National Society self-assessment, PPP, ICB, CAS and Operational Alliance concepts.
Demonstrated success in planning, project management and reporting.
Proven successful experience in strategy development and implementation.
A minimum of five years proven experience in successfully facilitating organizational development processes.
Experience in mentoring, coaching and in developing staff.

HEALTH: Malaria and Dengue fever is present in Haiti and HIV prevalence is high, Diarrhoea due to poor water and sanitation. Vaccinations required: Measles, Tetanus, Polio, Mumps, Rubella, Diphtheria, Pertussis and Varicella Strongly recommended: Hepatitis A and B Typhoid and Cholera, Pandemic influenza A (H1N1) 2009, Meningitis and Rabies.
