Grants and Contracts Analyst

Reports to: Director, International Grants and Contracts

I. TechnoServe Background:

TechnoServe is an international, non-profit economic development organization founded in 1968 out of a conviction that a vibrant private sector is an essential foundation for economic growth and poverty reduction. TechnoServe undertakes targeted, catalytic technical assistance and other programming to increase the competitiveness of entrepreneurs, businesses and industries that in-turn provide sustainable employment, inclusion of the poor and increased incomes. TechnoServe operates in 25 developing countries with over 1000 employees. A substantial portion of our work is in agriculture, enhancing farm productivity and commodity quality and addressing gaps in processing and other agribusiness capacities. Our programs increase smallholder access to new technologies, aggregation and storage mechanisms, markets, critical information and finance. TechnoServe also undertakes structured programs to identify and support high potential entrepreneurs in various sectors through leadership mentoring networks, formalization support, access to capital and development of sustainable business services such as accounting, finance, marketing and human resource management.


II. Program Description:

Support international programs with expertise in pre-proposal development, financial proposal preparation, budget review, award negotiation, and post award administration covering multiple funding sources and grant and contract types, focusing on compliance with donor regulations and TechnoServe policies and procedures.


III. Position Description:

• Support proposal teams by coordinating inputs required for financial proposals including reviewing and providing guidance on proposal budgets.
• Review and provide guidance on compliance issues on newly awarded contracts, grant/cooperative agreements and disseminate contract information to operations and country staff.
• Prepare or review requests for donor approvals and modifications such as no-cost extensions, changes in key personnel, changes in scope of work and/or program add-ons, and budget realignments.
• Research and disseminate donor regulations and other contract information
• Assist in building capacity of operations and country staff in award management by providing training on TechnoServe and donor policies and procedures; develop templates and check lists for country staff.
• Undertake day-to-day approvals of consultant contracts and other contractual items in-line with approved templates and policies.
• Develop or/and or review sub-agreements in accordance with prime agreements and their respective flow down provisions.
• Monitor award close out process and assist program/country staff in collecting necessary close out documents in accordance with TechnoServe and donor regulations.
• Other duties as required.


IV. Required Skills & Experience:

• Bachelor’s Degree (Master’s preferred) in business administration or related field
• 3 years’ experience in contracts/grants and/or financial activities in an NGO or similar environment
• Familiarity with major USG acquisition and assistance administrative regulations such as the FAR, 22 CFR 226 and OMB circulars. Certificate in Federal Contract Management a plus.
• Strong organizational skills and a capacity to handle multiple tasks under tight deadlines with high level of attention to detail.
• Excellent communication and teamwork skills
• Ability to communicate in Spanish is highly desirable
