Organization Profile:

Room to Read seeks to transform the lives of millions of children in developing countries by focusing on literacy and gender equality in education. Working in collaboration with local communities, partner organizations and governments, we develop literacy skills and a habit of reading among primary school children, and support girls to complete secondary school with the relevant life skills to succeed in school and beyond.

We are non-governmental, non-religious and work with many local NGOs and community based organizations to implement our programs. We currently work in Bangladesh, Cambodia, India, Laos, Nepal, South Africa, Sri Lanka, Tanzania, Vietnam, and Zambia – countries with a desperate lack of resources to educate their children. Since our inception, Room to Read’s worldwide team has impacted over 5 million children by constructing more than 1,400 schools, establishing over 11,000 libraries, publishing 550 new children’s book titles in 22 local languages, and putting over 10,000 girls onto long-term, holistic scholarships.

Room to Read has an annual budget of approximately US$38 million and our global staff numbers over 420. Our global headquarters is located in San Francisco, and we have smaller fundraising offices in Delhi, New York, Hong Kong, London, Mumbai, Sydney, and Tokyo. We have an Asia Regional Office located in New Delhi, a Southern Africa Regional Office in Pretoria, and program offices in Colombo, Dhaka, Hanoi, Ho Chi Minh City, Kathmandu, Lusaka, New Delhi, Pretoria, Phnom Penh, Vientiane, and we are setting up operations and hiring staff for a new office in Tanzania.

Position Overview

The GEP Program Officer’s overall responsibility is to manage the implementation of the New Enhanced Approach of the GEP in selected areas. She will be in charge of the management of the program, budget plan, monitoring and evaluation of the program and other tasked for the program assigned by the GEP Program Manager.

General Duties & Responsibilities

The position will work under the direct management of the GEP Program Manager, specifically she will be responsible for:

  • Overall implementation of the enhanced approach activities with girls, teachers and government partners in selected areas with the implementation of activities for Life skill Education, Mentoring, Academic support, Material support, Gender-Responsive Teaching, Infrastructure, Stakeholder engagement, Partnership with local government/other INGOs and Research, Assessment and Evaluation
  • Overall budget management of and budget reporting on the program for the GEP Program Manager and local government partners
  • Development of reports on program activities for the Program Manager and local government partners
  • Participation in program planning and design for Enhanced Approach with the GEP team at the Country Office or with relevant Local Partners in provinces
  • Recruitment of School mobilizers and provision of overall management of School mobilizers to ensure their productive performance for the program
  • Training and other activities for target girls, school mobilizers, teachers and education authorities in target areas
  • Regular visits to program sites to monitor and provide support with program activities for girls at schools
  • Coordination with the GEP’s programs in Ho Chi Minh City, Long An and Tra Vinh (Tra Cu) and other programs by Room to Read Vietnam to enhance the quality of program implementation and program integration
  • Development of term of references, consultancy contracts and their assignment of training, workshops and manual production for the program
  • Coordination with the Monitoring and Evaluation Team for the monitoring of and supporting to program activities, SMs training and data collection
  • Input of the program data/information to Room to Read’s Global Statistics Data (GSD)
  • Meetings, program events, study tours… of Room to Read Vietnam with governments, CO/RO/GO visitors, donors to program sites
  • Provision of relevant information on the program to the Program Manager, key partners, other relevant governments and organizations.

Qualifications

  • A university degree in related fields
  • A minimum of 3 years of professional experience especially in girls’ education
  • Prior experience working with schools, teachers, administrators and government officials
  • Good knowledge and understanding of gender issues in education
  • Strong planning, supervisory, and management skills
  • Ability to travel frequently to target provinces
  • Strong verbal and written communication skills in English and Vietnamese
  • Good working experience with education programs/projects
  • Good working experience with local partners, government and other INGOs
Other Experience
  • Prior success working closely and building relationships with diverse groups of people
  • Effectiveness in working or volunteering in a non-profit organization that is focused on maintaining high quality work and low overhead
  • Prior experience in a fast-paced, growth-oriented global or regional organization
  • Proven track record of achieving results
  • Ability to juggle multiple priorities simultaneously and take initiative

Compensation

The salary range for this position will be determined based upon the experience of the candidate hired. Health benefits are also provided.
