Georgia HIV/AIDS Migration Sub Regional Project Manager

PURPOSE OF POSITION:

To provide overall leadership and management to the Regional HIV and AIDS/Advocacy Project through strategic planning, funding acquisition, design, implementation, management, local capacity building and monitoring of all program activities and strategies. To ensure effective implementation of Cross-border cooperation for HIV/AIDS Prevention and Impact Mitigation Project in accordance to the grant agreement signed between EC and World Vision. Lead, supervise the project implementing team WV Georgia, Armenia, Azerbaijan, Russian Federation and their local partners. Serve as primary representative of the organization with local and international stakeholders.


KEY RESPONSIBILITIES:

    • Oversee the project implementation through four countries: Georgia, Armenia, Azerbaijan, Russian Federation.
    • Oversee and ensure high quality and timely implementation, monitoring ,development and evaluation of all project activities, staff development and financial resources management.
    • Assist in project strategy and operational planning process;
    • Maintain quality through compliance with organizational development standards.
    • Represent Project and develop/maintain links with government ministries, UN agencies, major donors, other INGOs and other key stakeholders;
    • Develop/maintain relationships with donor including reporting, representation and EU visibility based on EU visibility guidelines;
    • Ensure narrative, financial, progress, and any other required reports for internal departments, EU, RO, SO, and other stakeholders are submitted in timely manner meeting reporting requirements;
    • Manage the coordination of program evaluations, maintain and develop knowledge-management system, ensuring evaluation findings are adequately documented and integrated into operations.
    • Based on the project proposal elaborate a detailed operation plan and establish a monitoring system that allows the measurement and documentation of project progress towards objectives and results
    • Use appropriate leadership styles to support individuals and teams in setting goals, measuring performance, developing capacity and recognizing results.
    • Manage staff recruitment, capacity building and performance review in collaboration Regional Office
    • Provide support to project staff by frequent visits to project sites and communities.


KNOWLEDGE, SKILLS & ABILITIES:
      REQUIRED:
    • Degree in related field;
    • Strong financial and people management skills and at least 5 years of managerial experience;
    • Relevant computer skills necessary to execute well-designed, professional documents
    • Fluency in English spoken and written;
    • Experience in HIV/AIDS programming and advocacy
    • Up to 5 years of working experience in EC Grants' Management
    • Good cross-cultural understanding and communication, negotiation and conflict resolution skills;
    • Willing to travel extensively within Azerbaijan/Armenia/Russia and in different regions of Georgia.
    • Strong skills in proposal and report writing (in English)
    • Strong background in program development
    • Strong background in organizational management and structure
    • Cross-cultural sensitivity, flexible world view and emotional maturity
    • Experience and skills in negotiation, advocacy, facilitating meetings and building the capacities of different GOs/NGOs
    • Experience of developing and implementing strategies

      PREFERRED:
    • Understanding and awareness on HIV and AIDS Regional Programming. Advocacy relationships with key Stakeholders and issue based civil society existence/programming. Ability to work independently with little direction from others as necessary. Previous work experience in Caucasus Region preferred/strongly recommended. Russian language skills preferred.
