All Shell’s core businesses are represented in China: Exploration and Production, Gas and Power, Downstream (Oil Products and Chemicals) and Renewable Energy.
Responsibilities:
The responsibilities of the General Contract & Procurement (CP) Lead include the following:
1. Develop project procurement plans for stakeholders’ requirements consistent with best practice CP objectives,broad business strategies (markets,competition,customers)
2. Develop requests for proposal,specifications,long-term agreements and umbrella contracts for company and projects.
3. Negotiate and coordinate the procurement of materials and services necessary to support project / production schedule,taking into consideration the objectives of pricing,quality,lead-time,and inventory control.
4. Coordinate with inventory control to manage material inventory levels.
5. Manage activities between internal business lines and the suppliers that produce the goods and services necessary to support project schedule.
6. Develop,implement,and monitor a supplier selection and certification process.
7. Provide data as needed for Approved Contract Value (ACV)/ budget preparation,updates,and reporting.
8. Develop team members’ ability to contribute to bottom-line performance.
9. Assure that all governance and policy,and project procedure and regulations are adhered to.

Requirements:
1. Bachelor’s degree is required, and an advanced degree is preferred.
Qualified or semi-qualified Supply Chain Management professional credential is preferred, i.e. Chartered Institute of Purchasing & Supply (CIPS), Certified Professional in Supply Management (CPM), Certified professional in supply management (CPSM).
2. Minimum of 10 years of increasingly responsible SCM management experience with industry background.
3. CP experience in the MRO/ General / Indirect category preferred.
4. Ability to work independently, prioritizes, and handles multiple tasks concurrently.
5. Demonstrated success in change management and organization transformation within performance-oriented organizations.
6. Exceptional strategic planning and implementation skills.
7. Strong leadership and interpersonal skills.
8. A proven track record of cost reduction and process improvement.
9. Working knowledge of the SAP/ERP purchasing system a plus
10. Good English skill in oral and writing.
