GAVI JOB DESCRIPTION:

Post title: Senior Finance Manager, Country Programme Grants Duty station: Geneva Purpose of the post: Manage the accounting, reporting, payment and approvals of country programmes, Vaccines and Cash. Provide financial/accounting guidance and support to other Secretariat teams on these programmes. Key results expected: • Financial / accounting guidance and recommendations provided to other Secretariat Teams on a timely basis; • Manage approvals and payments of vaccines and cash programmes; • Manage reporting of disbursements, approvals and commitments of country programmes; • Assist in preparation of Board and other committee papers; • Ensure strong and effective controls and procedures. Main duties/ Responsibilities: Business Partner (20%) • Finance partner / focal point with other Secretariat teams, in particular Country Programme team, for all financial aspects relating to GAVI’s country programmes and investment cases; • Provide financial and accounting guidance on options and recommendations on new programmatic developments; • Focal point with external partners, in particular UNICEF Supply Division, for accounting matters related to vaccine procurement; • Responsible for the preparation of “GAVI Programme Funding Plan” Audit Finance Committee and Board papers; • Respond to Country Programme Grants queries and reporting. Financial Accounting & Operations (60%) • Ensure payments for vaccines and cash programmes are made timely and against approved budgets and legal commitments, following required procedures; • Ensure accounting entries are processed for recording of approved grants and payments and all aspects concerning Country Programme Grants in accordance with GAVI policy, USGAAP and other relevant authorities; • Supervise maintenance of Country Programme Grants database, including update in relation to Board approvals, disbursements and variances; • Review monthly reconciliations on Country programme liabilities, including Country programme database to Accounting; • Analyse variances and investigate discrepancies on UNICEF procurement statements; • Ensure policy and procedures are updates with any changes; • Validation of Decision letters and review of legal grant agreements related to Country Programmes; • Monitor and review approvals and payments for investment case procurement costs; • Monitor GAVI Fund Affiliate (GFA) contribution and use of IFFIm funds, including monthly reporting to the World Bank, quarterly updates for IFFIm website and ad hoc updates to the GFA Board; • Participate in cross-team projects.

Financial Reporting (20%) • Responsible for internal reporting of GAVI’s programmatic expenditures. Ensure accurate and up-to-date data is maintained on SharePoint, website and GAVI’s data warehouse; • Responsible for GAVI’s reporting to OECD and IATI.
Note: The essential functions listed in this section are not limited only to the tasks listed and may include other duties as assigned. Academic: • Qualified Accountant (CPA or equivalent preferred); • Advanced University Degree in the field of the position. Work experience: • 8-10 years of progressively responsible work experience in grant accounting, accounting, and financial systems; • Work Experience with Grant preferred; • Experience in working with US GAAP and/or IFRS; • Experience in reconciling complex projects and programmes. Skills/competencies: • Strong and Effective oral and written communication skills in English; • Excellent computer skills, in particular excel, and access, and word, Microsoft AX or other ERP; • Attention to detail critical; • Creative & Innovative; • Microsoft Acess an asset; • Proactive, flexible, self- starter with fresh ideas and enthusiasm; Organised and good planner; • Able to cope with stress and manage priorities; • Team player, have a collaborative style, and be creative and innovative; • Able to work successfully within cross functional teams; • Have potential to manage multiple projects simultaneously and maintain focus on priorities; • Able to successfully interact at all organizational levels; • Good knowledge of institutional or organization policies, systems and procedures; • Ability to work in a multi-cultural environment; • Tact and discretion; • Integrity and principles-based work ethics. Languages: • Written and spoken fluency in English; • Working knowledge of French an asset. Internal contacts: • Country Programme team; • Policy and Performance team; • Finance colleagues.
