FIRM TO FORMULATE JOINT PROJECT SUPPORT DOCUMENT FOR INTEGRATED RURAL DEVELOPMENT SECTOR

A project formulation consultancy is being sought to define the development partners areas of support based on their comparative advantage and identified national needs and gaps in terms of Integrated Rural Development (IRD). The project formulation exercise will be conducted from February to March 2012.

Duties and Responsibilities

Objective of the assignment:

Support for IRD has been earmarked for assistance by several Development partners during the 2012-2016 programme cycle. The purpose of the consultancy is to formulate a Joint Programme Support Document for a two-year period which will include the following components:

Support to the IRD strategy formulation, including consensus building on the national definition of IR
*
Establishment of the IRD Sector Working Group (SWG), including facilitation of high level decision making to determine the leadership and coordination structures of the SWG and implementation of IRDS;

Development of a programme in support for the achievement of MDGs by 2015 and IRD-related outcome in the new MGDS;
*
Support to IRD coordinating institution (Ministry of Local Government and Rural Development), including capacity building.
Competencies

Required Skills and Experience

* We are looking for a firm that can provide a team leader and a team member; preferably one specialized in rural development and the other in governance. Firms that have in-depth knowledge of Malawi in the related field will be prioritized.
* The Team leader should amongst other qualifications possess at least a Masters Degree in political science or any other development - related discipline; at least 10 years experience with Government systems, Integrated Rural Development, Decentralization and Millennium Development Goals; at least 10 years experience with results-based management practices, including programme formulation.

* The Team member should possess much of the same qualifications with at least 3 years experience in programme formulation. Experience in results-based management, monitoring and evaluation and aid effectiveness will be an added advantage.
