Expert in Monitoring and Evaluation The African Union Commission

The African Union Commission (AUC) supports its Member States and Regional Economic Communities, amongst others, to implement social development

policies and programmes including those related to population and reproductive health, guided by the Maputo Plan of Action on Sexual and Reproductive Health and Rights (MPoA), the Abuja Call for Accelerated Action Towards Universal Access to HIV/AIDS, Tuberculosis

And Malaria Services in Africa and the Africa Health Strategy (AHS). The Promotion of improved women and children health and reduction of maternal, newborn and infant mortality are among the AUC areas of work and they are crucial to achieving the Millennium Development Goals (MDGs), particularly MDGs 4,5, and 6. In May 2009, the AUC launched the Campaign on Accelerated Reduction of Maternal Mortality in Africa (CARMMA) to lead in advocacy, winning political support, monitoring successes and supporting the Member States in their implementation.

2. JOB PURPOSE:

The African Union Commission is mandated by

(a) Executive Council Decision EX.CL/Dec.327 (X) rev.1 to play an advocacy role, monitoring and evaluation, dissemination of best practices, and harmonization of policies & strategies of the Maputo PoA;

(b) The Kampala Summit in July 2010 both the Assembly decisions Assembly/AU/Decl.1(XV) & Assembly/AU/Dec.291(XV)] and the Executive Council Decision EX.CL/Dec.568(XVII) in which it is stated;

i. The indicators of the Abuja Call and Maputo PoA should be reviewed to align with health-related MDG targets and indicators and direct the African Union Commission to conduct the review and alignment and submit to the Fifth Session of the African Union Conference of Ministers of Health (CAMH5) in 2011.

ii. Submit annual reports to the Ordinary Sessions of the AU Conference of Ministers of Health, the African Committee of Experts on Rights and Welfare of the Child and other relevant fora.

iii. Conduct final evaluation report which must be submitted in 2014 in preparation for 2015 review of the MDGs;

iv. Annual Report to the Assembly on progress and establish a Task Force on Maternal, Newborn and Child Health to among other prepare the report to the Assembly.

Pursuant to the above mandates, the Department of Social Affairs of the AUC would like to recruit an expert in monitoring and evaluation to assist the Department in the implementation of the outcome of the 15th Session of the AU Ordinary Assembly.

3. MAJOR DUTIES AND RESPONSIBILITIES:

Under the supervision of the Director for Social Affairs Department and in close collaboration with the Heads Division for Health, Population and Nutrition and Division for HIV/AIDs, Malaria & TB, the M&E Expert will carry out the following tasks:

i. Review and analyse existing policies, strategies, commitments and plans of action that have been adopted;
ii. Develop monitoring & evaluation, reporting tools on CARMMA and related programmes
iii. Develop M&E framework and harmonization of indicators for the Maputo PoA and Abuja Call as recommended by the Executive Council and Assembly

iv. The M&E expert will also assist with the work of the Task Force on MNCH established by the Assembly.

v. Provide technical expertise to the department for proper planning, budgeting and reporting on implementation of the CARMMA;
vi. Contribute to the capacity development of the staff in the department of social affairs in the area of monitoring and evaluation

vii. Develop tool for conducting periodic assessment of progress at country & continental level;
viii.Carrying out other related duties as may be assigned.




4. EXPECTED DELIVERABLE

• Standard format for reporting, monitoring and evaluation of CARMMA, MPoA, ‘Abuja Call’ and other related programs

• Progress reports to be submitted to Ministers of Health, the Executive Council and the Assembly

• Report on impact evaluation of CARMMA and documentation of good practices





6. EDUCATIONAL QUALIFICATIONS REQUIRED:

The successful candidate will have the following:

a. A minimum of Master’s Degree in any of the following disciplines: health, social sciences, Economics, Development Studies, Statistics, from a recognized university;

b. Additional qualifications in Monitoring and Evaluation will be an added advantage;

Relevant Skills

• Excellent writing skills and be computer literate (word processing, spreadsheets, data analysis, Power point);

• Proven skills in communicating information clearly verbally and in writing in one or more of the AU languages.

• Be willing to undertake extensive work and meet tight deadlines.

6. PROFESSIONAL WORK EXPERIENCE REQUIRED:

a. At least 8 years of professional working experience in initiating, planning and implementing in the field of planning, programming and evaluation; experience should include quantitative and qualitative research, data analysis and report writing ;


b. Previous work experience with international organizations in a developing country setting would be an advantage.






7. AGE REQUIREMENT:

Candidates must preferably be between 30 and 45 years old.



8. LANGUAGE REQUIREMENT:

Proficiency in at least one of the African Union working languages (Arabic, English, French and Portuguese). Knowledge of other working languages would be an added advantage



9. TENURE OF APPOINTMENT:

The appointment shall be for an initial period of One (1) Year. It shall be renewable subject to performance, reports deliverables and availability of funds.

12. REMUNERATION:

The salary attached to the position is an annual lump-sum of US$ 79,903.40inclusive of all allowances for internationally recruited staff.

The salary attached to the position is an annual lump-sum of US$ 68,299.81 inclusive of all allowances for locally recruited staff.
