Evaluation Of Ilo’s Strategy To Integrate Inclusive Employment Policies In National, Sectoral And Local Frameworks

CALL FOR EXPRESSIONS OF INTEREST: INDEPENDENT EVALUATION OF ILO’S STRATEGY TO INTEGRATE INCLUSIVE EMPLOYMENT POLICIES IN NATIONAL, SECTORAL AND LOCAL FRAMEWORKS

Purpose

The evaluation will seek to assess the relevance, coherence, effectiveness, efficiency, impact and sustainability of the ILO efforts to support member States to integrate inclusive employment policies in national, sectoral and local frameworks, which constitutes one of 19 objectives within the ILO’s 2011-15 medium term strategic policy framework (Outcome 1). The recommendations and lessons learned from the evaluation will be used to guide improvements for the ILO governing body, national constituents, UN partner agencies as well as donors and civil society groups.


Programme Strategy Overview

As the UN agency with special responsibility for promoting decent work, the ILO is committed to help achieve the joint goals set by the UN family to achieve targets set under Millennium Development Goal 1to reduce poverty through decent work. The ILO is part of a broad UN effort to advise on national pro-poor policies.

Within the context of the Employment Policy Convention 122, the strategy and outcome on greater access to productive employment, decent work and income opportunities, combines initiatives that address structural policies to promote full and productive employment. This evaluation will focus primarily on that effort, but also considering supporting work done under:

• Research on pro-employment macroeconomic policy frameworks;

• National development frameworks that prioritize productive employment, decent work and income opportunities within their macro analysis, sectoral or economic stimulus strategies;

• Comprehensive national employment policies and/or sector strategies, developed in consultation with social partners and endorsed by government;

• Support to address employment aspects in financial crisis responses (GJP);


To achieve country-level outcomes complementarity is understood to be found in the forms of :

• Improved labour market information and effective mechanisms for policy; coordination, coherence and monitoring at the country level;

• Initiatives that support policy areas that facilitate transition of informal activities to formality;

• Monitoring and impact assessment support of national policies and programmes;

• Specialized policy support within other ILO technical programmes;

• Trade and employment policy aspects



Evaluation arrangements and professional requirements

The evaluation team will be composed of an external independent consultant who will be joined by a senior staff member of EVAL and supported by a research assistant. The assignment is for approximately 30 days duration spread between February and June with travel to one or more field sites, as well as document review and interviews in ILO Geneva.

Selection of the consultant will be done by the Evaluation Unit and will be based on the strength of the qualifications provided by potential candidates through their expressions of interest for the assignment. Interested candidates should include details oftheir background and knowledge of the subject area, previous programme, organizational and thematic evaluation experience relevant to this assignment, a statement of availability for the assignment, and their CV.

Applicants should have a minimum of eight years experience conducting evaluations and familiarity with the role of the UN system in addressing employment policy issues. Experience with the ILO mandate and its tripartite and international standards foundations, as well as the development issues surrounding national employment policy planning and implementation would be an asset. Candidates should also demonstrate solid team work skills, and have excellent written and oral communication skills in English, with working knowledge of either French or Spanish an additional plus. Finally, candidates should indicate their availability during the planned evaluation time frame.
