Engineering Coordinator (Structural Engineer) – Haiti, based in Leogane

Haiti is one of FCA’s global focus countries and the organization has been contributing to Haitian civil society’s long-term development efforts since 2004 and engaging in humanitarian relief operations when needed. After the January 2010 earthquake, FCA opened a Country Office in Port-au-Prince and a sub-office in Leogane to implement an education in emergencies and school reconstruction programme in addition to ongoing development cooperation activities.

Due to the extensive damage to the education sector caused by the 12th January 2010 earthquake, FCA has decided to partner with several NGOs and UN Agencies (primarily Unicef and UNDP) in the reconstruction of schools. Finnish architects and Canadian structural engineers have been working with the Ministry of Education and the Direction Genie Scolaire (DGS) to develop an environmentally-friendly reconstruction model that recycles and uses locally available materials and labour as much as possible. The planning and management of the projects has been carried out by a team specializing in humanitarian reconstruction, but FCA is in need of additional structural engineer to be based in FCA’s Leogane office to supervise ongoing work in various project sites around the area.

The Structural Engineer will carry out structural design, drawing and training of local engineers. The Engineer will work in close cooperation with other technical staff reporting to the Reconstruction manager.

Areas of Responsibility:
• Structural design of school buildings according to the relevant building codes (esp. Canadian Building Code).
• Coordinate FCA engineering design work and work implementation by local contractors
• Production of technical drawings for school buildings and details (using AutoCAD).
• Site inspections and quality control.
• Training for local engineering staff to improve their competence, especially relating to AutoCAD.
• Develop and modify existing school designs to fit the local contexts and available material.
• Undertake other duties as designated.

Competence and Personal Requirements:
• Structural Engineer licensing desirable.
• Extensive construction site review/supervision experience (minimum 3 years).
• Ability to solve complex site issues independently and work effectively with Contractors.
• Experience with lateral analysis and design. Ability to review/perform lateral analysis is desirable.
• Experience with reinforced concrete, wood, and steel design.
• Proven ability to independently work on structural and civil engineering drawings for building projects.
• Excellent knowledge of AutoCAD.
• Willingness to tutor young engineers in technical drawings and on-site evaluation.
• Experience in civil design and implementation of water, basic sewer, & drainage is desirable.
• Contract administration experience desired.
• Experience working with Canadian Code desirable.
• Excellent written and spoken English skills
• Ability to use French or Creole desirable
• Readiness to travel and spend time in remote field locations.

The contract for the assignment will be for the period 1.3.2012 – 31.3.2013, with a possible extension for one year. The salary is based on FCA collective agreement and country factors will be used in deciding the monthly salary. Monthly salary in the beginning of contract will be 3899 - 4327 eur. The Structural Engineer post is a non-family posting.
