Job mission

• Oversee and coordinate the implementation and integration of new core radio access nodes, ie BSC and RNC
• Oversee the capacity management and performance metrics of the RAN nodes
• Evaluate the benefits and business case of new BSC and RNC related features which enhance the performance the radio network
• Manage the licensed capacity of the basic and optional radio features for both 2G and 3G
• Prepare budgetary projections for new BSC and RNC nodes and associated expansion
• Oversee commitment and capitalization of CAPEX allocated to RAN nodes

KPA duties

• Manage and forecast RAN node capacity at component level to ensure suitable headroom
• Maintain acceptable utilization metrics. Capacity pools should never be overdimensioned nor underdimensioned
• Development of performance management reports and RAN node dimensioning models which improve the forecasting accuracy for upgrades and introduction of new nodes
• Advise Manager: Radio Optimization about RAN node rollout plan and coordinate cutovers and re-parenting of cells to ensure optimum utilisation of available capacity
• Coordinate network rollout with other departments for both hardware and software (Systems Planning, Implementation, Operations and Core Planning)
• Ensure that network quality is monitored on a continuous basis and is maintained in accordance with specified KPIs
• Escalate network performance impacting issues to Operations dept (HLS, DCG, CNO, BSS)
• Vendor liaison and management of various issues that impact the radio optimisation department
• Oversee the seasonal planning of holiday upgrades (eg Easter & Christmas period) and special events (eg sports matches)
• Providing input and guidance to planning and optimisation engineers on optimisation issues to ensure that KPIs are achieved and exceeded
• Preparation of yearly budgets for RAN network rollout and expansion
• Maintain knowledge base of future migration strategies, eg migration to a single RAN network
• Optimize RAN nodes for strategic matters in the network, eg smartphone load, special discounting initiative like MTN Zone or DataZone
• Supporting specialized optimization initiatives that affect the radio node network like GPEH recordings
• Overseeing the activation of special features for the radio network
• Project management of radio access node roll out
• Planning of remote node implementation
• Ensuring that predicted CAPEX requirements are committed and capitalized on time
• Developing a strategic competence and knowledge base about RAN nodes from different vendors
• Supporting feature trialling
• Developing and maintaining suitable database reporting structures to assess performance, dimensioning and upgrades of node capacity
• Guidance to other departments to ensure that future requirements are met to support the RAN network
• Knowledge of the key performance of MTN SA radio nodes as compared to other best in class benchmarks
• Supplying forecasts about anticipated traffic to other departments
• Planning and developing a strategy for an all IP radio access environment
• Maintaining a three year view on radio access nodes to ensure that hardware remains concurrent and compatible with latest radio software releases

Educational requirements

Education: BSc. (Electronic Engineering) or equivalent

Experience required

Thorough experience in radio optimization, preferably both 2G and 3G
Experience in software development and working with databases
Prior SQL query experience preferable
Exposure to a research and development environment would be beneficial

Exposure to RAN node hardware would be beneficial
