Drug Use Household Survey Training Consultant

Period of assignment/services (if applicable): February 2012 – April 2012 (40 working days over 3 month’s period)

  1. BACKGROUND The United Nations Office on Drugs and Crime (UNODC) Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its Country Programme (CP) 2010-14 with a focus on needs related to illicit trafficking and border management, criminal justice and drug demand reduction and HIV/AIDS.

The previous national survey to estimate the patterns and prevalence of drug use and addiction in Pakistan was conducted in 2006. Recent household survey to assess the prevalence of drug use in the country will be implemented in 2011-12 . This survey will provide updated information on the extent, patterns and trends of drug use with its related social and health problems, and conclude with recommendations on intervention strategies. It will help enhance the capacity of the GoP to provide modern and adequate drug prevention treatment and rehabilitation by increasing their situational awareness through the availability of accurate data on drug use in Pakistan. The survey will be carried out by a selected national implementing partner i.e Federal Bureau of Statistics, Statistics Division, Government of Pakistan under the supervision of UNODC and Ministry of Narcotics Control. 2. MAIN OBJECTIVES, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK. UNODC Pakistan would like to use the services of one or more short-term consultants to strengthen quality assurance by ensuring the correct use of interviewing techniques by field interviewers in the survey related to drug use and related health problems. The consultant(s) will draft two training manuals (English, to be translated into Urdu), one to share amongst master trainers, the other to be distributed among all field interviewers. Furthermore he/she will conduct a training workshop to selected master-trainers, while working closely with UNODC Statistics and Surveys Section in Vienna, as well as the Pakistan Bureau of Statistics, under direct supervision of UNODC Drugs and HIV Advisor.

Responsibilities The consultant will undertake the following substantive duties and responsibilities:

1.1 Develop a comprehensive training manual to train master trainers in training on interviewing techniques related to health and drug use surveys. The training and manual must include sections on types of drugs, (recognizing) drug use, related health problems; 1.2 Develop a compact training manual for field interviewers on interviewing techniques related to health and drug use surveys. The training and manual must include sections on types of drugs, (recognizing) drug use, related health problems; 1.3 Translate the training manual and notes from English to Urdu.

2.1 Conduct training to master trainers appointed by Pakistan Bureau of Statistics; Expected Deliverables • To ensure timely delivery of two training manuals to be used by field interviewers; • To ensure timely delivery of training to master trainers; • To ensure that all activities are on track as per the agreed joint work plan with MNC, PBS.

  1. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS I. Academic Qualifications: • A professional, holding a Master’s degree in Social Sciences, Public Health or related disciplines; • Extensive experience in questionnaire design, survey implementation and working in the field of drug use prevention and /or treatment; • Demonstrated knowledge of developing similar training material and providing training; • Excellent verbal and written communication skills in English, knowledge of Urdu would be an advantage; • Resilience and an ability to work under pressure; • Excellent teamwork skills.

II. Years of experience: 5 to 10 years of relevant experience, including in Medicine, Public Health or related degree III. Competencies: • Demonstrated knowledge of writing and drafting reports; • Excellent verbal and written communication skills in English. Knowledge of Urdu would be an advantage; • Resilience and an ability to work under pressure; • Experience in Drug Demand Reduction & Drug Law Enforcement • Excellent teamwork skills. • Capacity to review documents and conduct interviews as part of background research.

  6. FINANCIAL PROPOSAL

• Lump sum contracts

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Travel;

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

EVALUATION Individual consultants will be evaluated based on the following methodologies: 1. Cumulative analysis When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. * Technical Criteria weight; [To be determined] * Financial Criteria weight; [To be determined] Only candidates obtaining a minimum of 60 points would be considered for the Financial Evaluation
