PATH’s Maternal and Child Health and Nutrition Program (MCHN) works to apply effective, innovative approaches to broadening access to and use of key Maternal and Child Health and Nutrition interventions that address the most pressing causes of maternal and child deaths, poor health, and poor nutritional status.

PATH requires a finance and administration professional for a new project implemented in Nkangala District, Mpumalanga Province that proposes to catalyze early childhood growth and development activities, with a special focus on newborns and children under two years of age, through the establishment of an innovative, multisectoral platform that includes provincial and local health and social services, and communities. The position will support technical staff in activities to identify major challenges to health and well-being and to design and implement focused, high-impact interventions that strengthen the continuum of care across pregnancy, labor and delivery, and early childhood (0–2 years).

Duties and Responsibilities:

  • Coordinate project finance and administrative activities among district project staff.
  • Work with senior finance and administration officer to develop and process contractual subawards, including consultant agreements, subagreements, subcontracts, and work orders.
  • Track and monitor all developed subawards.
  • Work with senior finance and administration officer to develop and process finance documents such as purchase order requests, contractor justification forms, etc.
  • Review and monitor reporting and payment schedules for all subaward budgets.
  • Assure overall subawardee compliance, especially with tracking and monitoring receipt of project deliverables. Communicate with subawardees regarding budgets and deliverables.
  • Process payments to subawardees, consultants, vendors, and other service providers; prepare other administrative forms as required.
  • Assist with development and monitoring of annual and project budgets.
    • Review Monthly Expense Reports, research questionable charges, as requested.
    • Submit requests for reclasses and track for labor and non-labor discrepancies.
    • Manage the procurement system in accordance with PATH policies and procedures.
  • Liaise with senior finance and administration officer in Johannesburg to ensure all project administrative requirements are met.
  • Implement PATH’s financial tracking system and deliver timely monthly reporting of all local financial activity in accordance with PATH policies and procedures.
  • Manage any agreements with local vendors including those involving vehicle rental, office supplies, translators, etc.
  • Coordinate domestic and international travel arrangements for staff and visitors and process travel expense reports for staff.
  • Assist in employment activities including recruitment, interviews, and new employee orientation.
  • Ensure compliance with donor requirements and assist with donor compliance tasks.
  • Perform other administrative, clerical, and support tasks as required.

Required Skills

Required Experience
  • An advanced degree in business administration, accounting or finance.
  • Minimum of two years' experience in administrative and financial management function; or an equivalent combination of education and experience.
  • Experience designing and implementing administrative and financial coordination systems.
