Disaster Management Delegate - Grade 3 -

Purpose of position:
The DM Delegate will assist Myanmar Red Cross Society (MRCS) to develop and strengthen disaster preparedness capacity to respond to disasters in an effective and efficient manner and to reduce the impact of disasters on people/communities most at risk through risks reduction interventions. This will involve strengthening the capacity of National Societies at local, regional as well as headquarters levels and include contingency; response planning and other prevention measures.
Description of Duties:
Disaster Response:

- Monitor the disaster situation and trends in Myanmar
- Support and assist in the coordination of MRCS relief and recovery operations.
- Ensure that risk reduction elements in incorporated in relief and recovery operations wherever appropriate
- Increase knowledge, dissemination and NS use of existing Federation standards and policies, incl. but not limited to Code of Conduct, SPHERE standards, APZ DM SoPs and the use of Federation DM tools (incl. DREF, FACT, ERU etc.)
- Ensure accurate and timely Disaster Management Information System (DMIS) reports are posted on the Federation Web Pages by assisting the national society DMIS focal persons in their submission, or as required, posting information on their behalf.

Response preparedness:

- Ensure and facilitate the prepositioning of DP stocks at MRCS warehouses located at different strategic locations acrossed the country and strengthen the MRCS warehouses networking.
- Ensure and facilitate National Disaster Response Team (NDRT) training and Emergency Response Team (ERT) training to strengthen MRCS regional response capacity.
- Ensure and facilitate the process to update MRCS contingency plan and Standard Operating Procedures

Disaster Risk Reduction:

- Support MRCS in the scaling up of DRR activities at community level and good coordination with RC Movement and non-Movement partners in DRR
- Facilitate the implementation of community based Disaster Risks Management, School Based Disaster Risk reduction and Urban Risks reduction initiatives as per agreed framework and guidelines.
- Assist, guide and support MRCS to identify priorities for disaster risk reduction and project planning process (baseline surveys) in close co-operation with Health, OD and DM sectors.
- Promote and support the development of community safety and resilience profile framework in close cooperation with the Programme Coordinator and other technical delegates and staff
- Provide planning, management and technical support for integrated project under the annual plan
- Revise DRR related documents as per needs.


Coordination and Reporting:

- Participate and contribute to the International Federation's disaster management networking and knowledge sharing mechanisms.
- Assist in drafting information bulletins, emergency appeals, operation updates, proposals and program updates.
- Assist to prepare disaster related information for dissemination to donors/other stakeholders.
- Ensure that lessons learnt and good practice from operations and programmes are compiled, used to improve future planning, programming and implementation and shared within the region as well as with the relevant stakeholders for wider dissemination.
- Assist the NS to review/revise and develop as required training programmes and training materials in emergency response, response preparedness and DRR
- Facilitate MRCS to improve co-operation among themselves and with relevant government agencies and national/local/ international organizations.
- Ensure effective working relationships with technical and service departments at Regional and Zonal levels
- Coordinate with members of Red Cross movement and humanitarian organizations in country for DR/DRR activities.
- Act as focal person for IASC (HCT) contingency plan and for security in the delegation
- Produce regular, timely and accurate financial and narrative reports for the Federation and for donors
- Ensure M&E system is established in relation to DM programming. Appropriate planning and result-oriented reporting is required.

Required Qualifications
Education:
Basic Delegates Training Course or IMPACT
Relevant university degree or equivalent
Relevant training and experience in Disaster Management and Disaster Risk Reduction
Experience:
Managing & supporting staff
Working for the Red Cross Red Crescent
Working for a humanitarian aid organization in a developing country
Working experience in Asia (specifically South East Asia)
