Director of Domestic Human Resources

The Director of Domestic Human Resources ensures that the organization’s US domestic human resources and facilities management are sufficient to allow the organization to carry out its mission effectively and efficiently. To this end the Director of Domestic Human Resources is responsible for the elaboration and the implementation of the domestic HR management policy. The Director of Domestic Human Resources collaborates with the Director of Field Human Resources, who oversees the recruitment, placement and training of field based staff to ensure equity and cohesion across all employment groups in the interpretation and implementation of the administrative management of Field Human Resources, given MSF’s organizational philosophy and US legal constraint.

S/he directs the Human Resources Manager and Human Resources Associate in their efforts to support both HQ and international staff. The Director of Domestic HR also manages MSF-USA’s Office Services function.

As a member of the Management Team, the Director of Domestic Human Resources participates in developing collective decisions, setting priorities for MSF USA given resource constraints, approving internal policies and making collective recommendations to the Board of Directors, especially through the Annual Plan.

Essential Functions and Responsibilities:

A. Human Resources Management

The Director of Domestic Human Resources will ensure that all MSF USA activities and operations are carried out in compliance with local, state, and federal employment regulations.

Reviews and negotiates contracts, including employment contracts, insurance vendor contracts, etc. ensuring transparency and avoidance of conflict of interest, and reports to the Board regarding renewal of major employment contracts.

Takes a leading role in the development of domestic human resources policies and guides the direction, coordination and implementation of US based human resources activities, such as employment, compensation and benefit administration, employee performance evaluation and objective-setting, organizational development, employee relations, contract administration, visa administration and training. The Director of Domestic HR will also chair the Human Resources Policy Group.

The Director of Domestic HR collaborates with the Director of Communication and the Management team in ensuring a smooth and regular internal communication about domestic HR policies and procedures. S/he also collaborates with the Director of Field HR to ensure coherence between field and domestic HR policies and approach.

B. Office Services and Facilities Management

The Director of Domestic HR will ensure that facilities management operates to support the staff in carrying out its mission efficiently by oversight of all office services functions, procurement of supplies, negotiation of equipment contracts, supervision of maintenance and alteration of office areas/equipment and coordination with building management for repairs and services.

Qualifications

  • Knowledge of US Human Resource Regulations – Required
  • Demonstrated Strategic Management- Required
  • Familiarity with Legal Issues related to Human Resources – Required
  • Experience with vendor management and contract negotiation – Required
  • Experience in working in an international and/or non profit organization - Required
  • Five to seven years supervisory experience – Required
  • Five to seven years budgetary experience – Required
  • Bachelors Degree – Required
  • Graduate Degree in Human Resources/Management – Preferred
  • PHR or SPHR national certification – Preferred
  • Ability to ‘think clearly’ analyze, synthesize and present complex information in a convincing, straightforward and clear manner
  • Ability to respond effectively to the most sensitive inquiries or complaints.
  • HRIS systems proficiency
