Development Food Assistance Program (DFAP) Chief of Party (COP)

Support the Food Programming and Management Group in worldwide high quality food resource programming/impact and new product development in areas of strategic importance to the Partnership. This primarily relates to programming quality; standards development & inculcation; building internal & external relationships; research, documentation and dissemination of learning.


KEY RESPONSIBILITIES:

Develop innovative and replicable food use program models

Develop innovative and replicable food use strategies/models/applications/tools for the integration of food as a resource within WV’s Area Development Ministry: the ADP life cycle, DM&E Learning and Accountability System, transformational development framework and “communities of learning”. Priority programme areas include:
• HIV/AIDS programming in the context of ADP’s in high prevalence countries/zones with the intent of augmenting the HOPE initiative and seeking a strategic partnership with WFP.
• School feeding into the primary educational element of ADP’s with the intent of increasing school attendance, leveraging our current ADP investment in primary schools and seeking a strategic partnership with WFP.
• Community/family resilience, disaster mitigation and peace building within communities as part of WV’s approach to transformational development.
• Promote quality food resource programming/use
• Develop assessment, analytical and impact M&E tools to ensure that WV food-resourced programmes do not depress demand for local food production, discourage local agricultural production and/or disrupt local markets.
• Review food-resourced Programmes/Project Proposals prior to submission to donor. (criteria to include: quality of design; Do No Harm; adequate budget/match; staff capacity and legal considerations) assigned to the FPMG/DNPU portfolio.
• Set, maintain, and promulgate standards and “promising” practices in all WV’s food resource programming: assessment, design, implementation, M&E, and reporting.
• Ensure that all WV Food Programming Standards are adhered to for assigned portfolio, including all external (donor) and internal (WVUS, SO’s and WVI) requirements expertise should be leveraged.
• Conduct systematic Programme Quality Reviews to ensure that all WV food-resourced programmes/projects (assigned to the FPMG portfolio) adhere to WV food programming policy and standards; applicable donor requirements; international best practice humanitarian standards, and the ICRC Code of Conduct.
• Coordinate with bilateral and multilateral donors active in the region in acquiring food aid resources and complimentary resource inputs in support of WV’s ministry goals and objectives.
• Provide technical support to food aid programming/countries
• Provide development programming, design and monitoring expertise to WV’s food aid programs around the world valued at almost US$ 300 million in thirty-two countries.
• Lead, participate in, or facilitate field evaluations, surveys, or assessments for program design or evaluation; assist food programs with survey designs and scopes of work; conduct market analyses, Bellmon Determinations, cost-benefits analysis, impact evaluations and other studies, as needed.
• Insure that qualified technical staff are on board and equipped with the required knowledge and skills to design, manage and implement food aid activities according to World Vision standards.
• Provide technical oversight to countries by visiting and reviewing food aid systems in the country, and by providing appropriate recommendations that are “doable” and appropriate.
• Provide support in developing new programs and in writing food aid proposals in coordination with Support Office Programs and field staff.
  
Secondary responsibilities
• Develop a comprehensive food resource DM&E “Information System”
• Develop a partnership-wide database on food resource programs to enable the tracking of key indicators/information (output, outcome and impact) per programme/country through time.
• Provide technical oversight to countries by visiting and reviewing food aid systems in the country; conducting assessments; developing standardized approaches and field-user tools; and providing appropriate recommendations that are “doable” and appropriate.
• Develop evaluation standards, tools and protocols for food resource programs and share findings with the larger partnership. Conduct evaluations and training.
• Develop systems/procedures/forums for partnership-wide institutional sharing of DM&E standards/tools/protocols as well as progress/challenges in ensuring and sustaining desired impacts.
  
Other
• Attend FRMG meetings and workshops as and when required, share information on Regional food programs.
• Assist in meeting the objectives of the USAID multi-year capacity building ICB grant to improve WV's worldwide food aid programming.
• Perform other duties as required.
• Attend and participate in the leadership of daily devotions.

KNOWLEDGE, SKILLS & ABILITIES:

REQUIRED:
• A bachelor’s degree in social sciences or related fields preferred.
• Formal training in food aid and logistics, strongly preferred.
• Exposure to emergency food aid programs in at least 2 regions (continent)
• 3-5 years’ experience in actual food aid programs as manager or director of large food aid programs, and a noted reputation in this field, strongly preferred.
• A proven ability in donor relations and networking, strongly preferred.
• Experience in managing people, operations and budgets, strongly preferred.
• Computer literacy in MS Office, Lotus Notes and knowledge of d-base programs
• Ability to effectively develop rapport and relate to donors, NGOs, counterparts, and government agencies.
• Good working knowledge of WFP, USAID, EU and other food resource donor guidelines
• Must have the ability to travel extensively (up to 50% of the year) and a flexible approach to living conditions.
• Fluency in English is essential. A second language like Portuguese, Spanish, or French is desired.
• Requires ability to write well and express ideas in a sensitive manner within the context of a humanitarian approach. Must have excellent presentation skills.
