Delegate, Health (Project Manager Level)

Purpose of position:
The Health Delegate is responsible for working to support the Haitian Red Cross Society, the PNS and the IFRC in community based health activities, either in the emergency or developmental context. The Delegate must ensure that community based health concept (CBHFA) approach and community participation is encouraged and delivered using an integrated public health approach while supporting every opportunity for CBHFA capacity building within the host National Society.
Description of Duties:
Work closely with the National Society at all levels and project stages where practical furthering the public health/CBHFA agenda wherever possible, while assisting NS staff and volunteers to effectively implement CBHFA Leogane project.

Respect and follow the key Federation technical documents and contribute where appropriate to the Global Federation Health agenda.

Contribute to Health team strategic planning and reviews. Ensure that value-added cross-cutting themes are sufficiently incorporated into the project design and implementation.

Promote and contribute to standardisation and best practices in CBHFA programmatic areas following the Haitian context and IFRC CBHFA guidelines.

Work closely with the NS during the assessment and project planning process while in close cooperation with WatSan, OD and DMC components within the NS, PNS`s and Federation Delegation. Coordinate activities with other Participating National Society and Bilateral Delegates.

Ensure that policies and procedures are followed, that goals and objectives are met and CBHFA project activities in Leogane are accomplished efficiently and effectively; oversee financial well-being of the project by analysing cost effectiveness and ensure accountability. Provide managerial and supervisory assistance to Leogane Health project.

Responsible for proposal writing and budget preparation, monitoring and evaluation.

Responsible for institutional and technical coordination and cooperation with the MoH local authorities.

Work as a team member by sharing views and plans with other Health and WatSan Delegates to ensure a harmonised approach to community health long term program.

Prepare regular, timely and accurate financial and narrative reports based on accurate data collection for the Federation

Liaise with and encourage the NS to engage effectively with ICRC, Government bodies at all levels, UN and international humanitarian organisations, NGOs, CBOs, community groups, beneficiaries and the private health sector where appropriate

Participate in FACT/RDRT teams and be involved in relief operations if requested.

Carry out any other duties as assigned.

  • Perform any other work related duties and responsibilities that may be assigned by the line manager.
Required Qualifications
Education:
Basic Delegates Training Course or equivalent knowledge

Master degree or equivalent in Public Health or in a Community/Social Development field
Experience:
Minimum of 5 years working as project manager, in a less developed country and minimum of 5 years working community health experience in a developed.
Technical knowledge and experience in the implementation of participatory approach and methods, using community based approach.
Experience of working for a humanitarian organisation and/or the Red Cross/Red Crescent Movement
Experience in working in both emergency and developmental contexts and engaging effectively with beneficiaries especially women and children and other vulnerable groups
Experience of project planning & budgeting, supervision and management to include monitoring and evaluation
Experience of producing narrative reports
Skills:
Self-supporting in computers (Windows, spreadsheets, Word processing, Excel processing, Power Point)
Data base processing and GIS knowledge
Skills in training and developing staff and adult education
Experience in liaison and networking.
Languages:
English Berlitz level 7
French Berlitz level 5

HEALTH: Malaria and Dengue fever is present in Haiti and HIV prevalence is high, Diarrhoea due to poor water and sanitation. Vaccinations required: Measles, Tetanus, Polio, Mumps, Rubella, Diphtheria, Pertussis and Varicella Strongly recommended: Hepatitis A and B Typhoid and Cholera, Pandemic influenza A (H1N1) 2009, Meningitis and Rabies.
