Consultant for Scoping and Formulation Mission: Regional Strategic Planning

During the last decade the Royal Government of Cambodia, with the support of UNDP, has put strong efforts into the Decentralization and De-concentration (D&D) reform programme, aiming to strengthen the capacity and capability of sub national administrations (SNA). The new SNAs are designed to be accountable and effective institutions that will address citizen priorities and promote democratic processes in order to achieve broad based and sustainable development. Key policies, legislation, strategies and operational mechanisms for SNAs have been, or are being set up. In 2008 the Provincial and District Councilors were indirectly elected as set out in the Organic Law. In 2010 the government formulated and approved the National Programme for Sub National Democratic Development 2010-2019, giving responsibility for local development and citizen welfare to the local elected councils.

The three years implementation plan from 2011-2013 (IP3) was approved in 2011 and is being implemented, focusing on two mutually reinforcing and equally important intermediary objectives (i) the development of the institutions of sub-national governance, i.e. the development of democratic institutions for political deliberation and policy-making and for effective and accountable administration, at sub-national level; and (ii) the promotion of genuine sub-national development, i.e. the improvement of services delivery, natural resources management and economic development, through the mobilization, leverage and combination of sub-national and national resources, from public, community and private sources.

Duties and Responsibilities

In response to these mutual objectives of IP3 2011-2013, UNDP is looking for a short term consultancy to develop a concept note and formulate a pilot programme/initiative on strategic and evidence based provincial (and lower-level) planning in one selected north-eastern province, Mondulkiri, which is one of the most isolated regions in the country facing considerable development challenges.

Competencies

  • Field experience in Cambodia or Asia Pacific Region is an asset;
  • Familiarity with procedures of the UN and various donor agencies;
  • Proven verbal communication and drafting skills in English;
  • Proven inter-personal and team-player competencies;
  • Computer literate.

Required Skills and Experience

Education:

  • A post graduate degree in a development-related field e.g. in Social Sciences, Public Finance or administration, political science of economics.

Experience:

  • At least 7 years substantial experience in the area of public administration, local government administration and or local government reform processes in the Asia Pacific region. Cambodia experience is a strong asset;
  • At least 7 years of relevant working experience preferably in developing countries in the local development area;
  • At least 7 years of professional experience in the formulation of local government development programmes and plans;
  • At least 5 years of professional experiences in conducting assessments, review of development projects, preferably in the of governance reform or local development.
