CONSULTANT: CHIEF TECHNICAL ADVISOR (CTA)

Strengthening National Gender Machinery Project builds on the achievements and lessons learnt of the Equal Opportunities and Women?s Rights Programme implemented by UNDP in 2008-2011. The overall objective of the NGM Project is to provide expert and technical support to the Government and in particular to the Ministry of Social Policy and advocate for sustainable operation of NGM. Its specific objectives include:

  • To provide recommendations to align the NGM to the current political and administrative environment.
  • To support the finalization of the State Programme for Ensuring Gender Equality in Ukraine for 2012-2016 and its adoption and implementation.
  • To build institutional and human capacity of such NGM elements as Gender Advisors to Ministers and Heads of Oblast State Administrations.

Main Objectives of the Assignment:

The Chief Technical Advisor will provide strategic advice to the NGM project in line with the objectives and results envisioned in the project document. S/he will also provide strategic advice on policy formulation directly to the officials of the Ministry of Social Policy and other senior government officials on gender issues. The CTA is expected to liaise closely with the UN Gender working group, donors and other stakeholders to build strategic partnerships and promote thematic synergies.

Duties and Responsibilities

  • Undertake analysis of strategic issues related to the NGM with a particular focus on its upgrade and alignment to the current political and administrative context.
  • Provide substantial inputs in formulating governmental policy options in gender related issues.
  • Stimulate strategic thinking in the area of State Programme development, taking into account the needs of Government, local authorities and non-government partners.
  • Advise the project team in preparing concept or strategy papers and implementation manuals or guidelines.
  • Prepare capacity development plan, taking into consideration the need of the government, non-government, local authorities and other development partners.
  • Provide inputs to the project's capacity building efforts aimed at government counterparts and local authorities.
  • Implement transfer of knowledge through a series of training and learning events.
  • Provide advice on effective mechanism for monitoring the achievements of capacity development initiative.
  • Lead the process of knowledge creation and dissemination related to national and international know-how in the subject area
  • Contribute to the project analytical publications, and serve as peer reviewer.
  • Perform other tasks as assigned.

Deliverables:

The Chief Technical Advisor is expected to deliver at the end of his/her assignment the following products:

  • Recommendations on the alignment of the NGM to the current political and administrative context (5-page report).
  • Draft text of the State Gender Equality programme and a detailed description of the advocacy initiatives undertaken to get its approval with the Government.
  • NGM Project capacity-building plan for ministerial and regional gender advisors.
  • Systematised compilation of all the training materials developed during the course of the assignment.
  • Report on the best practices in the area of development and implementation of the regional gender action plans (15-20 pages).
  • Compilation of recommendations on future project activities that could be envisaged in the country in 2013 and later years.
  • Final report which will be prepared on the basis of the template provided by the project.

Monitoring and Reporting Requirements:

By the last day of each month, the CTA is expected to submit a short monthly report to the Project Manager and the Programme Manager. In this report, the expert should clearly and concisely identify the work that has been carried out during this period, list major accomplishments, and difficulties/problems encountered during the process. The report should also indicate whether the progress is being made in accordance with the project?s operation plan or whether there is a delay in the implementation of the planned activities. In the case of a delay, the reasons and advised solutions should be clearly stated.

Upon submission of the monthly report, the expert will be paid a monthly fee calculated pro-rata on the basis of the total value and duration of his/her contract. The final payment for December 2012 will be paid upon the full completion and acceptance of total contractual obligations whereupon UNDP signs the certification of acceptance and makes the payment.

Competencies

  • Excellent analytical aptitude, communication, writing and presentation skills
  • Microsoft Office proficiency.

Required Skills and Experience

Education:

  • Advanced University degree in gender studies, social sciences or related fields.

Experience:

  • Minimum 10 years of proven experience in advising international organizations and/or governmental institutions on gender issues.

Language:

  • Excellent command of written and spoken Ukrainian
  • Knowledge of English would be an asset
