Consultancy: Thematic evaluation on inclusion and non-discrimination

Plan invites proposals to carry out an external evaluation to assess Plan’s performance in applying the principle of inclusion and non-discrimination in its programme work and processes covering the period 2008 to 2011.

The evaluation comprises desk research as well as 8 in-country case studies and should take place from January to September 2012.

Evaluation

The study will assess the relevance and effectiveness of Plan’s approach, strategies and processes to address and promote inclusion and non-discrimination, and the extent to which these efforts address the underlying causes of exclusion and discrimination and thereby contribute to long-term social change.

The evaluation should apply the standard criteria of relevance, effectiveness, outcomes and sustainability; review the strategies and approaches articulated and applied; identify critical factors that determine Plan’s performance on inclusion; and finally provide recommendations on definition, approach and key strategies for Plan’s further work related to inclusion and non-discrimination.

The evaluation will be carried out over a period of 7 months, and conducted in 3 parts:

  • Part 1 (January to March 2012): desk review and analysis of existing documentation. This will inform the methodology for Part 2.
  • Part 2 (April to early June 2012): Eight in-depth, in-country, case studies in two countries in each of Plan’s 4 regions (East Africa, West Africa, Asia and Latin America).
  • Part 3 (July-September 2012): Final reporting.

Deliverables are: analytical framework and study methodologies for the evaluation, an interim report based on desk review; individual reports from case studies; and a final consolidated final report combining all different parts of the evaluation.

The project will be managed from Plan’s International Headquarters in Woking, UK, and overseen by a small Advisory Group drawn from across the global organisation.

Selection process

Plan is looking for an agency or group of consultants, who can offer at multidisciplinary team of consultants with expertise in rights-based (and preferably also child-rights) development, inclusion and non-discrimination in development, solid understanding of development processes at community, regional, national and international levels, as well as in monitoring and evaluation. The consultants should also demonstrate strong previous experience in conducting international and multi country evaluations.

Consultants are invited to submit proposals that include overview of agency and previous experience; overview of identified key issues related to inclusion and non-discrimination in development practice, proposed methodology and evaluation management processes, provisions for child protection in the evaluation process, risks and assumptions and a proposed budget (see links below to full terms of reference and guidance for proposal).
