Terms of Reference

1. Overview
The purpose of this call for CVs is to select a consultant for 11 months (starting April 1st, 2012) to assist UNICEF’s Division of Policy and Practice in their work around child poverty/deprivation analysis.

2. Background:
Reaching the most deprived and most vulnerable children is UNICEF’s central mission. A focus on equity for children is not only a moral imperative—the Convention on the Rights of the Child is founded on the principles of universality, non-discrimination and accountability—but also a necessary condition for ensuring a country’s long-term growth prospect, which hinges on the wellbeing of children today.

UNICEF’s Social and Economic Policy unit (SPEA), situated in New York, explores patterns of income and non-income deprivations and disparities children are being exposed to in different countries and regions, and highlights opportunities to prevent and address these deprivations, including through social protection interventions as well as broader and/or more effective social and economic policies, programmes and partnerships.

This consultancy aims to further contribute to the equity agenda by providing support to cross-country analysis on child poverty/deprivation and presenting ways to identify the most deprived and vulnerable children from a multi-dimensional perspective. Following this analysis the consultant will provide support to drafting of policy implications for equity refocus, and disseminate the results of this analysis. This is done in collaboration with UNICEF’s Office of Research. In addition, the consultant will provide technical and policy support to regional and country offices on child poverty data analysis, report content and advocacy work, and manage peer review of reports.

3. Expected results
I. Cross-country poverty analysis of multi-dimensional deprivations in support of equity refocus: draft thematic papers based on the cross-country analysis; Disseminate cross-country child deprivation analysis though various networks/platforms
II. Support to country and regional offices: on data content, report content and advocacy work; Obtain on a regular basis progress update from countries undertaking child poverty/ deprivation research/analysis; Sustain a strong networking relationship with country offices; Maintain an active peer review roster and ensure reports submitted for peer review receive prompt review
III. Child poverty knowledge management: maintaining an active child poverty network (providing input on potential queries, info messages and e-discussions); Regularly update the Global Study blog; Provide input into knowledge management compendiums; Support the Child Poverty Insights publication series; Maintain the Child Poverty Portal (an online facility providing a one stop shop for researchers and practitioners)
IV. Collaboration with other areas of UNICEF work: Provide technical assistance and capacity building internally, in order to mainstream child poverty/deprivation analysis in UNICEF policy and programming through e.g. joint projects with Education, Child Protection and Health and the Planning, Policy and Guidance section.
V. Ethnic/linguistic Inequity: Support analysis and profiling of inequity for ethnic and linguistic minority populations in a series of linked national and international profiles using MICs/DHS and other data.

4. Measurable results:
• Support analysis for identification of multidimensional child poverty for at least 15 countries by end May 2012
• Draft of technical papers of cross-country analysis, by end June 2012
• Draft of technical papers of in-depth national analysis, by end September, 2012
• Cross-country child deprivation analysis publication, by end February 2013
• Child Poverty network and Global Study Blog updated regularly, a minimum of twice a month; and Child Poverty Insights published bi-monthly
• Demonstrable gains to cross section workplans and activity
• Regional Workshop, working paper on ethnic/linguistic drivers of inequity and poverty for children.

5. Key skills, technical background, and experience required:
• Advanced university degree (Masters minimum) in economics, statistics, demographics, development studies or other social sciences
• Previous research/analysis on child poverty/deprivation
• Excellent written and oral communication skills in English required.
• Ability to work independently and respond to feedback in a timely and professional manner
• Strong networking and people’s skills
• Country-level development experience is strongly desirable
• Excellent organizational skills, attention to detail, and ability to contribute to a team research process

6. Duration and fees:
The contract is for a period of eleven months, which will commence on the 1st of April, 2012. The consultant will work on-site, although there is some flexibility to work part of the time off-site.

Remuneration will be in the range of an individual contractor at ICSC P3 level position.
