Capacity Building Manager, NGO Sustainability

Description:	Cardno Emerging Markets USA, Ltd. (Cardno) is seeking candidates for the position of Capacity Building Manager for NGO Sustainability in support of the anticipated USAID-funded Health Services Delivery Project in Bangladesh. The Capacity Building Manager will be responsible for contributing towards improving the financial, programmatic, and organizational sustainability of NGOs involved in the provision of health services in Bangladesh. Specific responsibilities will include conducting various organizational capacity assessments and providing technical assistance to NGOs in governance, management systems, human resources, and financial management. The Capacity Building Manager will coordinate NGO sustainability activities with the project’s overall capacity building team, working closely with project partner organizations and staff. S/he will also identify needs for as well as manage short-term technical assistance, contributing her/his technical expertise and experience to the process. RESPONSIBILITIES: • Design and manage baseline capacity and needs assessments of NGO partners • In collaboration with the component team, participate in the development of a strategy and plan for institutional and programmatic capacity building, according to needs identified in assessments • Provide technical assistance and training to NGOs in developing their institutional capacity • Assist local NGOs in positioning themselves in the development of the consortium as it is defined throughout the project • Contribute to the project’s overall M&E process by helping define benchmarks to measure capacity building impact Project start-up will include further delineation of roles, responsibilities and authorities.
Qualifications:	• Advanced degree in management, public health, or health financing required • 5+ years of experience in supporting NGO capacity building in the area of institutional sustainability, including the provision of technical assistance and the design and development of assessment, training programs, and tools • 7-10 years of experience in health, health financing, capacity building, or NGO management • Effective communication skills (written and oral) in English required, fluency in Bangla preferred • Position is anticipated to be based in Dhaka but ability to travel to the field and conduct onsite visits and technical assistance is required • Field experience, preferably in Bangladesh or other South Asian countries required
