COUNTRY REPRESENTATIVE AFGHANISTAN

Job Location: Kabul, Afghanistan

Contract: 1 year (extension is possible)

Starting date: March 2012, or soon after

As Country Representative (CR) you bear the overall responsibility for the country programme in Afghanistan. It is your job to ensure that the country strategy is in place and that the programme is implemented, monitored and evaluated. As CR you directly manage a small new team of (mainly) local staff and you will be responsible to build the capacity of this team. The CR reports to the Deputy Director of Programmes based at headquarters in Amsterdam.

War Child Holland’s program in Afghanistan War Child Holland is working with local NGOs to provide children rights programs within Afghanistan. The objective of our work is to build the capacity of local actors to carry out programs in the fields of education, protection and psychosocial wellbeing of children.

Responsibilities

  1. Realisation of War Child’s country programme • Final and overall responsibility for country programmes; • Leads and facilitates the development and updates of Country Strategy; • Develops tools and formats for planning, monitoring and evaluation and supports partner organisations in application of these tools; • Effectively supervises the country team and country office to reach those objectives.

  2. Capacity building staff & local partners • Coach and build the capacity of local staff; • Assesses the need of the partner in terms of capacity building; • Ensures adequate means are organized, like trainings, to meet those needs.

  3. Fundraising and representation • Final and direct responsibility for in-country fundraising by institutional donors; • Develops and maintains donor relations and represents War Child Holland in meetings or coordinating platforms.

  4. Security Management • Final and direct responsibility for security management throughout the programmes; • Makes sure to be well informed about security developments at all times; • Develops/ regularly updates the country security plan and ensures implementation by all staff.

  5. Financial and logistics management • Final responsibility for finance, office and logistics management; authorizes investments and manages supplies; • Maintains efficient financial control (of cash flows, local payment, etc), accountability standards, procedures and records; • Prepares budget and budget control; takes action by imminent deficiencies or surpluses;

Profile

• At least 5 years relevant experience in an international/ humanitarian context of which 2 years in a senior position (e.g. as Representative or Country director), experience in Afghanistan is a plus; • Relevant academic background e.g. psychology, pedagogy, community development, social sciences, international relations; • Demonstrated experience in building the capacity of national staff and partner organizations; • Knowledge of psychosocial, protection and education programmes for children affected by conflict; • Experience in managing programs in complex security environments; • Knowledge of financial management; • Result- focused, good problem solving and social skills; • Stress-resilient to be able to cope with deadlines and complex problems; • A team worker and at the same time, able to work independently; • Excellent written & oral expressions skills; • Affinity with War Child Holland’s mandate; • Required: English, (some) understanding of Dari or Farsi is an advantage
