The project

The Republic of Kosovo declared its independence on 17 February 2008. However, there is still a great degree of uncertainty regarding the tasks and rights of parliamentary institutions.
The project Reform of the Public Finance System in Kosovo addresses this issue by strengthening the Budget and Finance Committee (BFC) of the Kosovo Assembly. The Committee is responsible for adopting and monitoring the budget. This makes it a key actor, which contributes to the transparent and responsible use of state resources. The key thrust of cooperation is to assist in clarifying the BFC's role, tasks, procedures and instruments, and strengthening the Assembly's and the BFC's status in the budget process. Strengthening the role the Assembly in this area will help increase the transparency of the process and of public finance systems.

Your tasks

As advisor, you will support the officer responsible for contracts and cooperation in carrying out the following tasks:

  • Advising the Assembly's BFC and other actors in the area of public finance systems (fiscal administration, Ministry of Finance, Office of the Auditor General);
  • Planning, preparing and implementing project activities and results monitoring;
  • Setting up a secretariat to support the Assembly's BFC;
  • Coordinating with other development cooperation measures on site, and with other donors and national actors.

Your qualification

You have a degree, preferably in economics, and relevant experience in public finance. Along with a good knowledge of strategic and process consultancy, institutional capacity building and development-oriented structure building, you have good advisory and managerial skills. You are also a team player, perform well under pressure, and are able to act sensitively in a complex advisory context. You are confident at dealing with actors at political level, and are able to assess the interests of different players and to establish networks. Thanks to your proven intercultural skills, you can deal sensitively and judiciously with partners in Kosovar institutions, without losing sight of objectives. Experience in parliamentary processes, particularly the work of budget committees, and regional experience in Kosovo would be an advantage. You must be able to communicate well in English in a business setting.
